What the role is:Drive data initiatives in Services Group to (a) ensure that the Group has the data it needs to perform its function of service planning and funding/resource allocation, (b) disseminate data and insights to inform decision-making by stakeholders in the social service sector to help streamline service provision.Successful candidates will use data and analysis to influence critical decisions, shape organisational and sector strategy, and be exposed to national-level policy considerationsWhat you will be working on:Understand the social service landscape, including the mix of services and providers, how they are funded etcDevelop and implement data strategy to collect data from different stakeholders on programmes that may or may not be funded by GovernmentAnalyse data on funded and unfunded programmes to form complete picture of the supply of services in the sector and their effectivenessIdentify emerging needs and opportunitiesCollect and analyse signals from different sources on what are the emerging social issuesValidate signals and map service landscapeAssess significance of issue and NCSS' comparative advantage in the initiating, developing, and/or funding of social services and providersDissemination of data to Government agencies and sector playersEstablish regular exchanges with Government agencies on the data Services Group collected and analysedPlan and organise sessions with selected social service agencies on Government's plans, sector trends, and opportunitiesLead Services Group's data initiativesCoordinate of the efforts of the three divisions in the group, and with the central Digital and Data Strategy team of NCSS - from data infrastructure, to data collection, data requests, and data governance and stewardshipSupport Services Group's data needs for the purpose of service planning and programme reviewsWhat we are looking for:Personal Competencies:Collaborative spiritAttention to detailResourcefulnessComfortable with complexity and uncertaintyResilience and adaptabilityResults orientationSkills & Knowledge:Proficiency in data analysis (both quantitative and qualitative) and visualisation softwareProject management skillsStakeholder management skillsExperience with data systems preferredAbout National Council of Social Service:NCSS is the umbrella body for over 500 member social service agencies in Singapore.
