The COVID pandemic, fragmentation in international trade, and increasingly, population aging, are compounding the impact of the global economic slowdown. The World Bank Group is seen as a premier development institution in the Region, with a leadership role on analytical and advisory services as well as financing.East Asia and the Pacific Region:The South Asia Region (SAR) ContextThe South Asia Region comprises eight countries (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka) that range in size from India (with a population of over 1 billion) to Maldives (with 0.3 million people). The region has experienced a long period of robust economic growth, averaging 6% a year over the past 20 years. It was the second-fastest growing region in the world in the aftermath of the global crisis. This strong growth has translated into declining poverty and impressive improvements. The percentage of people living below the poverty line fell in South Asia from 56% to 16% between 1981 and 2013. Still, the region remains home to a third of the world's poorest, with 216 million people living below $1.9/day.The South Asia Region:Digital Vice PresidencyDigital technologies offer a unique opportunity to transform development through digital solutions. The Digital Vice Presidency and its global and regional teams will support client countries in building the foundational and cross-cutting elements of digital transformation through:
- Building digital infrastructure and data platforms (including AI, cloud computing and digital public infrastructure)
- Protecting institutions, businesses, and citizens through cybersecurity and data protection & privacy
- Developing ICT sectors and supporting digital entrepreneurship, skills and jobs
- Implementing and digitalizing digital government services that improve accountability and transparency
- Supporting the Vice presidencies of People, Prosperity, Planet and Infrastructure in the digitalization efforts of their clients, and in leveraging digital solutions, including building client sectoral digital capacity, defining sectoral specific AI strategies, and designing sectoral AI solutions
- Supporting the World Bank regional vice-presidencies on the operationalization of the digital Global Challenge Program as well as cross-GP efforts of achieving the new Corporate Scorecard digital indicators.
- Supporting World Bank regions that provide financing to governments in the form of grants, loans, guarantees, and risk management products to support digital investment projects and implement policy reforms.
- Supporting World Bank regions that provide advisory services including targeted policy guidance, technical assistance, and capacity building.
- Knowledge products including data and diagnostics to provide actionable insights at regional, country, and local levels, research and thought leadership to expand the global knowledge base, as well as thematic operational toolkits.
- Convening services that bring together key stakeholders, from both public and private sectors as well as international and non-governmental organizations involved in advancing global digital transformation.
- Responsible for highly proactive time, travel and calendar management for the RPD, including effective prioritization and resolution of related conflicts and competing demands. Initiates dialogue with the RPD to pro-actively resolve scheduling complexities and conflicts.
- Responsible for the day-to-day supervision and coordination of the RPD's workflow in close coordination with the Program Assistant for the Portfolio and Operations team and the Program Assistants for the SAR and EAP regional PMs for Digital.
- In consultation with other colleagues, screens and prioritizes invitations received for the RPD and senior management (e.g. for speaking engagements) and make recommendations to the RPD.
- Ensures quality assurance and operational accuracy of all documents requiring the RPD's signature. Guides staff on official formatting and standard protocol in processing executive correspondence and briefing materials. Works closely with the Program Assistant for the Portfolio team to ensure all operations-related correspondence conforms with operational guidelines.
- Provides general research support on a range of topics on behalf of RPD utilizing all relevant software programs. Participates in regular Management Team meetings where requested by the RPD.
- Where requested by the RPD, liaises with senior officials both inside and outside the Bank Group including a wide variety of high-level contacts in government offices, other international organizations, NGOs and the public sector.
- Establishes and maintains contacts with executive assistants of all relevant clients of the RPD and with the executive assistants of the SAR and EAP RVPs and DSOs.
- Independently responds to diverse inquiries and makes decisions when multiple courses of action are possible. Keeps relevant parties informed of actions taken by the RPD by providing pertinent information, reports or status updates.
- Supports the RPD in ensuring that management decisions are properly communicated, carried out and delivered in a timely manner.
- Stays informed on technological developments as introduced by the World Bank Group; makes sure all staff in the RPD's office are informed.
- Contributes to office administration, maintains and updates contact lists, the filing system, and ensures the general efficient functioning of the RPD's Office, including ordering supplies and materials needed for the smooth running of the Office and any other necessary tasks.
- Assists the RPD with the preparation of mission materials, including, where needed, through the solicitation of preparatory materials from relevant colleagues.
- Assists the RPD with mission planning, scheduling and booking, including mission meetings and liaising with the program assistants of Country Directors and other colleagues required for mission planning.
- Works with the program assistants of the global Digital Vertical as needed in order to support the RPD.
- Takes the lead in setting up relevant departmental and managerial meetings for the RPD.
- Takes responsibility for maintaining a high degree of organization and efficiency in the RPD's front office.
- Bachelor's degree or with at least 8 years of relevant experience, preferably with international development organizations working in an English language environment.
- Previous experience in effectively managing or supervising staff will be a plus.
- Ability to process, handle, and communicate matters of a sensitive and confidential nature with a high degree of judgement and maturity.
- Excellent interpersonal and communication skills, including ability to speak articulately and to write clearly in English, precisely and concisely for various audiences, and strong ability to work within a team environment.
- Ability and willingness to work with a diverse set of colleagues, cooperating and working seamlessly with all key members of the EAP and SAR VPU, Digital VPU and the CMU management team.
- Excellent organizational, administrative, and time management skills with proven ability to work promptly and efficiently under pressure and meet tight deadlines.
