We are seeking a highly skilled and forward-thinking (Senior/Executive) Manager to join our Resilience and Cybersecurity Planning Division. The successful candidate will play a crucial role in establishing Singapore as the global paragon of pragmatic innovation for resilience and cybersecurity of Digital Infrastructure.Key Responsibilities:Proactive Anticipation:
  • Conduct wide and regular scans of global, emergent developments in technology, geopolitics, and cyber-threat activities.
  • Sense-make trends and derive reasonable hypotheses on impacts, risks, and opportunities for resilience and cybersecurity.
  • Implement effective knowledge management and communication strategies to share insights within Government and with Industry.
  • Develop and deliver effective 'products' to communicate developments and insights.
  • Build partnerships with entities that perform fore-sighting.
Resilience-by-Design and Cybersecurity-by-Design:
  • Co-develop ahead-of-time and just-in-case strategies with Government and Industry stakeholders to exploit opportunities and mitigate risks.
  • Translate strategies into actionable implementation roadmaps.
  • Focus on integrating resilience and cybersecurity up-front into new Digital infrastructure and business processes.
  • Experiment with and test blueprints to assess effectiveness and efficiency.
  • Adjust strategies and concepts in an agile manner based on "fail-early, fail-cheaply" principles.
Innovative Policies and Regulations:
  • Build and leverage relationships within government and with Industry to facilitate "hard conversations".
  • Review and adjust principles and considerations behind extant regulations and policies when sensible.
  • Clearly staff and seek approval for policy and regulatory changes.
  • Communicate intent and specific measures of new policies and regulations.
  • Monitor adherence to policy intent during implementation by Industry.
Requirements:
  • Background in Cybersecurity, Information Technology, Policy Studies, or related disciplines.
  • Extensive experience in cybersecurity, digital infrastructure, and policy development.
  • Strong analytical and problem-solving skills with the ability to sense-make complex trends and derive actionable insights.
  • Excellent communication skills, both written and verbal, with the ability to convey complex ideas to diverse audiences.
  • Proven track record in strategy development and implementation.
  • Experience in building and maintaining partnerships across government and industry sectors.
  • Strong project management skills and ability to work in an agile environment.
  • In-depth understanding of global technology trends, geopolitics, and cyber threats.
