We are looking for self-motivated individuals who value integrity, teamwork and excellence to join us. [Specific Job Responsibilities] Reporting to the Deputy Director, you will be in a team involved in: • Stewarding the Competency-Driven Growth (CDG) framework for the Public Service. This will require you to be familiar with the framework, and provide advice and guidance to the Ministries and our Business Partners with regard to the CDG policies. • Reviewing the CDG framework and recommending and implementing policy changes to ensure that it remains relevant and effective for incentivising an engaged, effective and performance-driven Civil Service. This involves studying market trends and best practices in the private and public sector. • Working with other PSD clusters such as the Workforce Development cluster and the HR Policy cluster, to define the policy parameters and implementation guidelines for CDG and engage with agencies and Human Resource Leaders of public agencies to ensure that they are able to implement CDG effectively. • Collaborate within PSD to customise/co-create other solutions to solve agencies' workforce challenges. • Provide secretariat support and advice to senior leaders for decision-making on personnel matters for senior civil servants. • Work with agencies and PSD Quality Service Manager to address queries or feedback raised by public or public officers.What we are looking for:We are looking for self-motivated individuals who value integrity, teamwork and take pride in going the extra mile to provide excellent service. [Work Experience & Competencies] An ideal candidate should possess the following: • Curiosity about problems, the drive to follow analyses to their logical conclusion, and the resourcefulness to navigate the prevailing policy context to design and implement effective and timely solutions o Analyse workforce trends and data to inform policy decisions on CDG. o Translate complex policy considerations into clear and concise recommendations for decision-makers. o Identify challenges in CDG implementation and propose evidence-based solutions. • Able to be an excellent Business Partner to agencies o Able to collaborate with agencies to understand their development strategies and align CDG and other policies to support their needs. o Able to provide guidance to HR teams on applying CDG and other key HR principles effectively within their agencies. o Able to support change management efforts by articulating the benefits of CDG and addressing concerns from agencies. o Ability to develop resources and materials to help agencies operationalise CDG, ensuring clarity and consistency in implementation. • Strong communication & engagement skills o Ability to communicate complex issues and policy solutions to public officers o Willingness and drive to effectively engage with a range of stakeholders to ensure that policy is successfully implemented o Self-starter and strong team player who is able to both work independently and in collaboration with others • Attention to employee experiences while meeting agency needs o Able to design and review the CDG experience to ensure that policies are implemented with empathy and take into account the needs of the different groups of public officers. o Able to bring out the best in employees in a manner that is aligned with CDG policies. • At least 2 years of HR experience.
