- Develop and execute plans to meet the goals/KPIs of the NCSS and Service Planning and Funding Group in Thrust 1 of the social service sector strategies; and
- Influence, guide and manage internal and external stakeholders (social service agencies (SSAs), Ministries, Board members, etc) to best support the sector strategic thrusts and mission through funding resources.
- Conduct literature review on funding landscape and funding mechanisms/instrument of local and/or international funds or foundations for the programme/sub-sector;
- Support the deliverables and continuous improvement to the current and changing landscape in Funding, Outcomes and Standards work;
- Infuse outcomes in existing funding processes and application/reporting structures;
- Develop a funding and outcome framework to achieve improved service quality and returns on investment;
- Engage Social Service Agencies, internal stakeholders and other relevant bodies to seek inputs, feedback and buy in for implementation; and
- Develop and fine-tune the current operational policies to ensure alignment and support for the funding and service outcomes.
- Review the funding operational policies to ensure the fund objectives and criteria are met
- Analyse and manage the financial reports of the funded programmes for best use of funds.
- Develop programme type measurement tools for cost benefit or avoidance analysis;
- Ensure compliance of integrity in matters of people, processes, procurement and internal as well as external relationships with SSAs and other stakeholders;
- Develop, manage and review processes and controls to ensure integration and integrity across the IT and process systems - from fund allocation system to disbursement and procurement are adhered to; and Adopt the use of technology and outsourcing to achieve improved efficiency in our processes.
- Secretariat support and any other duties as assigned.
