What the role is:You will be part of the Finance Business Partners (FBPs) team in MND Finance. The FBPs are the first point-of-contact to SB/HQ Divisions, ensuring funding decisions, policies and processes achieve optimal outcomes, and comply with the Government Instruction Manual and internal guidelines, finance operations are processed accurately and in a timely manner. You will also be involved in reviewing FBP SOPs to ensure that good practices are implemented across FBPs.What you will be working on:The key scope of work are the following: • To partner and provide finance advice to SB/HQ Divisions, for more upstream solutioning • Partner SB/HQ Divisions with an end-to-end view of finance processes (including budget requirements, payment and collections, fixed assets management) to drive higher finance service standards • Review SB/HQ Divisions' submission of returns (including seeking clarifications on SB/HQ Divisions' submissions before sending to Finance Policy for collation and submission to Central Agencies (i.e. MOF/AGD, PSD) • Collaborate and work with SB/HQ Divisions to upskill relevant officers with basic finance knowledge (including conducting customized training and briefings on finance processes) • Involve in the implement/use of technology to streamline and automate finance processes for better operational efficiency • Liaise with SB/HQ Divisions on audit matters (if any) • Undertake ad hoc projects assigned as part of staff developmentWhat we are looking for:
  • Degree holder, with preference in Accountancy, Business, Finance or related discipline • 3-5 years of relevant working experience, with preference in Public Sector experience • Strong analytical and writing skills • Positive working attitude, meticulous and organised • Good interpersonal skills and able to communicate with stakeholders at all levels. • Ability to work independently and as a team in a fast-paced environment while managing multiple priorities Functional Competencies: • Financial Reporting - Intermediate • Financial Operations and Controls - Intermediate • Value-for-Money and Resource Optimisation - Basic • Budget Planning and Administration - Intermediate • Corporate Finance - Basic • Governance and Risk Management - Intermediate • Data Analytics and Visualisation - Intermediate • Business Partnering - Intermediate
