We are seeking a highly skilled Senior Payroll Specialist to manage and refine our payroll processes in Singapore, with a strong understanding of the security industry. The ideal candidate will have expertise in manual payroll calculations for both weekly and monthly payroll cycles, ensuring compliance with the Ministry of Manpower (MOM), Central Provident Fund (CPF), and Inland Revenue Authority of Singapore (IRAS) regulations. Additionally, this role will focus on documenting payroll processes and collaborating with HR and IT teams to translate these processes into key features, functionalities, and outcomes within our HRM system.

Key Responsibilities

Payroll Processing & Calculation

  • Perform accurate manual calculations for weekly and monthly payrolls, including salaries, overtime, allowances, bonuses, and deductions specific to the security industry.
  • Ensure compliance with MOM regulations, including adherence to the Employment Act, Security Progressive Wage Model (PWM), and overtime payment structures.
  • Administer CPF contributions, Skills Development Levy (SDL), and other statutory deductions in accordance with IRAS guidelines.
  • Process payroll adjustments, retroactive pay calculations, and off-cycle payments while ensuring accuracy.
  • Prepare and submit IR8A, IR21, and other tax-related forms in accordance with Singapore tax regulations.
  • Process payroll journals and reconciliations in coordination with Finance teams.
  • Address payroll discrepancies and resolve employee payroll-related issues promptly.

Process Refinement & Documentation

  • Identify inefficiencies in current payroll processes and propose improvements to enhance accuracy and compliance.
  • Develop and maintain detailed payroll process documentation, including step-by-step guidelines and best practices tailored to the security industry.
  • Implement control measures to ensure payroll accuracy and integrity, particularly for shift-based and overtime-heavy payroll structures.
  • Collaborate with the Legal & Compliance team to ensure payroll procedures align with Singapore compliance standards.

HRM System Enhancement

  • Work closely with HR, IT, and software vendors to enhance payroll functionalities in the HRM system.
  • Translate manual payroll processes into system-driven features to streamline workflows, ensuring they cater to the unique requirements of the security sector.
  • Participate in system testing and validation for payroll-related modules.
  • Ensure payroll system configurations align with business needs and Singapore compliance requirements.

Compliance & Reporting

  • Stay updated on Singapore payroll laws and security industry regulations, ensuring payroll practices remain compliant with MOM, CPF, and IRAS requirements.
  • Prepare payroll reports and analytics for management, including cost breakdowns and trend analysis.
  • Support internal and external audits by providing payroll records and documentation.
  • Ensure proper record-keeping of leave entitlements, overtime, and shift differentials according to MOM and security industry guidelines.

Qualifications & Skills

  • Diploma in Accounting, Finance, HR, or related field preferred and above.
  • 5+ years of experience in payroll processing, with strong expertise in manual payroll calculations and Singapore statutory compliance.
  • In-depth knowledge of MOM regulations, CPF contributions, IRAS tax requirements, and security industry payroll structures.
  • Experience in payroll system implementation or optimization within an HRM system.
  • Strong proficiency in Microsoft Excel and payroll software.
  • High attention to detail, problem-solving skills, and ability to work under tight deadlines.
  • Excellent communication skills and ability to collaborate across departments.

Preferred Qualifications

  • Experience with HRM/payroll systems such as Workday, SAP, ADP, BIPO or local payroll software used in Singapore.
  • Previous experience managing payroll in the security industry or similar fast paced industry.
  • Certified Payroll Professional (CPP) or equivalent Singapore payroll certification is a plus.
