We are looking for a meticulous and proactive HR Executive to join our team. The role requires expertise in managing HR operations, payroll, recruitment, compliance, and vendor management. Kong Jun Engineering is a leading provider of piping and structural steelwork services for the marine, petrochemical, oil & gas industries. Our core expertise lies in the fabrication, installation, and restoration of piping systems and structural steelwork, delivering high-quality solutions tailored to industry needs. We specialize in piping systems fabrication, installation, and testing, as well as heavy equipment installation, structural steel fabrication, assembly, and erection. Our services extend to FPSOs, jack-ups, semi-submersibles, floating platforms, and other vessels. Based in Singapore, we supply pipeline structures, steel fabrication, restoration, and installation works to local shipyards, ensuring precision, reliability, and efficiency in every project we undertake.

Key Responsibilities:

1. HR Shared Services Operations

  • Oversee and manage employee data in the Infotech HR system, ensuring accuracy and timely updates for payroll and HR reporting.
  • Identify and implement process improvements to enhance efficiency and accuracy in HR operations.

2. Compensation & Benefits

  • Support payroll administration, ensuring accurate processing of salaries, claims, and deductions in compliance with local regulations.
  • Handle employee benefits administration, including leave, medical claims, and insurance matters.

3. Recruitment & Onboarding

  • Assist in the end-to-end recruitment process, including job postings, resume screening, interview scheduling, and candidate coordination.
  • Conduct onboarding sessions for new hires, ensuring smooth integration into the organization.
  • Prepare and issue employment contracts for new hires and amendments for existing employees, ensuring compliance with legal and company policies.

4. Payroll Management

  • Process payroll accurately and on time, ensuring compliance with MOM (Ministry of Manpower) regulations.
  • Maintain payroll records and address payroll-related inquiries from employees.

5. Work Passes and Visa Applications

  • Manage work pass applications, renewals, and cancellations for foreign employees.
  • Liaise with government agencies (e.g., MOM, ICA) and legal advisors regarding visa and work permit matters.

6. Compliance & Standard Operating Procedures (SOPs)

  • Ensure all HR processes adhere to local and international labor laws and company policies.
  • Develop, maintain, and update HR SOPs for operational consistency and efficiency.
  • Prepare and manage documentation for internal and external audits to ensure HR compliance.

7. Vendor Management

  • Participate in the selection and evaluation of HR service vendors (e.g., payroll providers, insurance companies).
  • Manage vendor contracts and ensure compliance with service agreements.
  • Monitor vendor performance, ensuring service quality and addressing issues promptly.

8. General HR Administration

  • Maintain and update employee records in the Infotech HR system.
  • Assist in the development and implementation of HR policies and procedures.
  • Oversee office supplies and inventory management.
  • Support HR transformation projects and initiatives.
  • Stay updated with employment law, HR best practices, and industry trends to enhance HR service delivery.

Expected Profile:Qualifications & Experience:

  • Diploma/Degree in Human Resources, Business Administration, or a related field.
  • 2-5 years of experience in HR operations, payroll, or shared services.
  • Experience with HRMS (Infotech HR system preferred) and payroll processing.

Skills & Competencies:

  • Proficiency in HR systems (Infotech HRMS, SAP, or other HR software).
  • Strong understanding of Singapore employment laws, work pass regulations, and compliance requirements.
  • Excellent communication skills for liaising with employees, vendors, and government agencies.
  • Strong attention to detail and ability to maintain confidentiality in handling HR data.
  • Ability to multitask and work under tight deadlines in a fast-paced environment.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
