Location: FairPrice Group Fresh Food Distribution Centre, 7 Sunview Road
Job Requirements
Facilities Management Responsibilities
- Lead the Facilities Management teams (Soft Services & Hard Services) to manage all the facilities (Distribution Centres & Warehouses), buildings, building services and environmental related matters.
- Drive root cause analysis to identify gaps and derive action plans for continuous improvement.
- Provide mentorship to FM managers in terms of people management, team collaboration, safety compliance, ISO system (policies & procedures) & audits.
- Formulate training matrix to identify & monitor all FM team members are trained in all aspects of the services required to support operational excellence and cross deployment between different Distribution Centres & Warehouses.
- Establish & maintain housekeeping, pest control management, Security management, Safe Management (SMM) & basic safety house rules for all working areas.
- Ensuring that basic facilities, utilities supply (water & electrical power), freezer, chiller, MHEs, etc., are well-maintained and good operational readiness.
- Initiate, plan and execute preventive and corrective maintenance of building & MHEs using Work Order system to ensure efficiency and safety of the entire FM operations.
- Manage, co-ordinate and ensure the smooth execution of necessary upgrading projects.
- Ensuring that all facilities are meeting authority requirements, code of practice, security, safety & health regulations.
- Liaise and correspond with building and related authorities to ensure compliance and licensing arrangements.
- Liaise with PE for inspection and renewal of the certificates of building and MHE equipment.
- Manage CAPEX & OPEX budgets, actual spending, KPIs and ensuring cost-effectiveness to meet or exceed annual Corporate Goals & Targets.
- To plan and manage the Security agency to enforce and safeguard company’s interest, properties, products and stakeholders.
- Housekeeping: Focus on cleanliness of both DCs that meets with changing business with Agency teams. Deploy and manage cleaners with machineries to meet housekeeping standards, review and conduct inspections and checking’s to ensure cleaning scope is maintained and compliance to Food Safety audit requirements. Engage cleaning agency to drive productivity improvements with new technology and machines upgrading.
- Conduct regular internal audits to ensure FM Managers are maintaining proper records of documents, licenses, permits, technical drawings and correspondence (both internal and external) in the shared drives.
- Formulate, execute and maintain Business Continuity Plan (BCP) to handle various crisis related to building services outage, pandemic outbreak, etc.
- To plan and manage Fire Safety and Workplace Safety & Health so as to provide a safe and conducive environment to all stakeholders.
- To ensure the serviceability and operational readiness of all fire protection facilities and equipment at all times.
- To enforce company house rules, departmental SOPs, workplace safety and fire safety regulations or requirements with strict compliance at all times.
- Keep abreast of government directives and statutory requirements.
- To monitor the performance of subordinates, provide valuable advice and guidance so as to meet or exceed departmental goals and targets.
- Attend Safety Committee meetings and ensure that it is conducted according to MOM requirements.
- Manage FSMs & Senior FSMs for all DCs on the following:
- Fire Certificate Application and process must be carried out accordingly to meet with SCDF requirements to obtain Fire Certificate for all company premises.
- Develop & maintain Company Emergency Response Plan are complied with SCDF fire code and safety requirements.
- Conduct fire drills for the premises occupants at least twice within every calendar year.
- Conduct at least 2 Table-Top Exercises (TTX) within the premises each year and to evaluate, together with the Fire Safety Committee, the effectiveness of the Arson Prevention Plan and the Emergency Response Plan for all company premises;
- Form and update CERT members to meet SCDF audit & requirements.
- Form and update of First Aid team for all DCs.
- Support Business Development / Log. Support on multiple new initiatives & exploration stages in terms of FM infrastructure costing and knowledge within very tight timelines.
- Conduct Monthly meeting with various DCs to solicit requirements and feedback from end user departments to ensure smooth execution on team collaboration, maintenance work order request, project management, ad-hoc & special request.
- Drive talent management by identifying potential talent among FM and develop career path / training plan to groom existing workforce and succession planning.
- Attend Transport meetings to represent FM function and follow up on issues raised.
- Continue to explore opportunities for improvement in terms of work flow, procedures, new technological initiatives, safety and maintenance work method.
- Assume the role to lead FM Crisis Management and escalation process.
- Review & approval of EPRs and Invoices within the authorized limit. During the review of quotations, to ensure material, manpower (number of man x hours) & preliminary cost are being segregated to understand the reasonableness of the costing submitted by various vendors.
- Support FPG to drive sustainability initiatives in terms of recycling of material (eg. Stretch film, wooden pallets, carton boxes, etc.), energy conservation and solar power.
- Develop, execute & maintain electrical energy monitoring to analyse and identify opportunities across all DCs and warehouses to reduce OPEX.
- Oversee all FSMs and WSH personnel carry out their duties to upkeep and improve safety standards across all DCs and warehouses.
- Manage Vehicle Parking Certificate (VPC) application, renewal and issuance for all internal & external vendor heavy vehicles.
- Spearhead, plan & execute building A&A works, DC/warehouse setup, space relocation and office renovation works including liaison with all authorities.

Job Requirements
- Bachelor’s Degree in Engineer, Facilities Management or any equivalent fields
- At least 15 years of managerial working experience in either Facilities Management / Fire Safety & workplace safety.
- Past proven achievement in driving cost-effectiveness for CAPEX and OPEX.
- Able to train, motivate and inculcate team work.
- Committed to drive operational excellence and always demonstrate ‘Can Do’ attitude.
- Strong ability to be a Team Player & drive team collaboration.
