What the role is:[Cluster's Description] The Leadership Development & Strategy Cluster oversees the Leadership and Talent Development policies and approaches at the Public Service level, to achieve the following key outcomes: 1. One Public Service Leadership with a common purpose, identity and values We do so by ensuring that our leadership development (LD) approaches are fit-for-purpose. This includes how we identify, develop, and engage senior public service leaders and leadership talents on the central leadership programmes (the Administrative Service and Public Service Leadership Programme). We do so in close partnership with our training partner, the Civil Service College as well as the HR community and leaders across the Public Service.What you will be working on:[Specific Job Responsibilities] You will be part of a project team seeking to develop a new database to better support key decision-making in developing public service leaders and leadership talent at the Whole-of-Government level. You will collaborate with various LD operations team, as well as key personnel such as Public Service Leaders, agencies, and different PSD clusters (e.g. IT and Data Office), to deliver data solutions that meet PSD's business requirements and enhance data reliability. This is part of wider efforts to strengthen the use of data and policy-ops-tech integration to enhance Leadership Development at the Whole-Of-Government level. You will: • Establish a Single Source of Truth (SSOT) for LD data with data piping from the data source databases. • Establish accompanying policies and processes for the SSOT that support data accuracy. • Testing and post deployment bug fixes of the database. • Develop user stories and visualization that address users' business needs. • Develop and implement scripts/ bots/ machine learning models to support data analytics on complex datasets and data clean-up. In the course of the work, you will also be exposed to a broad understanding of talent management, leadership development and human resource management work such as recruitment, selection, and learning & development.What we are looking for:The candidate should possess the following: • Ability to write code and troubleshoot errors. Examples of tasks the code could be used for is to prepare, process, cleanse, and collect the data from various sources for analysis. • Ability to design simple data architecture and implement data architecture designs. This is to ensure the new database can be maintained in-house to retain agility in responding to changing operational needs. • Ability to engage stakeholders effectively to understand their needs and concerns, as well as to involve them in the solutioning process and seek their buy-in on initiatives. You should possess strong communication (written and verbal) and presentation skills to engage internal and external stakeholders of different seniority. • Proficiency in technology and product development is strongly preferred.
