Biometrics is an important mode of identity authentication, that is now ubiquitous across many aspects of daily life, from smartphones to global travel. Looking beyond, while keeping overwatch of global, developments in this field are thus critical factors in enhancing, not just maintaining, the safety and security of Singapore.What you will be working on:Solutions Portfolio 1. Innovate, develop, and implement Biometrics solutions for the Home Team and more. 2. Collaborate with a multi-disciplinary team of users to advance Biometrics deployment within and across the Home Team 3. Conceptualise and co-develop Biometrics solutions together with technology partners 4. Build and test prototype devices, software, or integrated solutions for testing in operational setting and scenarios, for better translation into deployment. 5. Accelerate the maturing of alternative biometrics from technology readiness into operational readiness, by fast tracking the validation of the fundamental principles through tests and trials in operational conditions and scenarios. 6. Innovate new approaches and solutions to improve or revolutionize the performance of established mainstream biometrics, like Fingerprints, Face and Iris, by breaking the box and rebuilding it. 7. Conceptualise, develop, and manage Technology Feasibility iterations and Proof-of-Concept (POC) trials, based on user requirements and insights derived from deep technical understanding of the pros and cons of the proposed solutions. Performance Portfolio 1. Provide technology performance evaluations and solution recommendations to meet users' current and future requirements, providing end-to-end lifecycle considerations, and incorporating potential provisions for seamless and iterative upgrading of the implemented technology. 2. Build and maintain an analytical facility for the purpose of ingesting and storing securely large volumes of biometrics data and perform analysis on different deployed or under consideration biometrics algorithms, to assess and monitor performance in Home Team context. 3. Create and maintain an ongoing performance benchmarking programme for evaluating available and upcoming COTS biometrics engine solutions to ensure vendor performance claims are validated within the Home Team context, as well as checking for compliance with Home Team instituted standards. 4. Conduct independent data quality analysis and matching engine performance checks, in installed systems to ensure performance is maintained, in compliance with required standards, and/or advise where improvements are required. 5. Conduct research on impact of biometrics data fidelity, manipulation and authenticity on the biometrics system performance, and associated implications for Home Team use cases. 6. Perform correlation analyses of the impact that varying biometric data metrics has on systems performance during operations and trials.What we are looking for:Candidates should possess: 1. At least a tertiary qualification in Science, Engineering, Technology and Mathematics (STEM) or other quantitative disciplines 2. Relevant working experience in Science and Technology fields, as well as good technical knowledge in one or more related fields: • In Science, specialisation in human biological sciences like Anatomy, Morphology and/or Physiology. • In Engineering and Technology, knowledge or experience of Optics, Programming and Software Development, Machine Learning, Computer Vision or 3D Fabrication. • In Mathematics, specialisation or experience in Statistics, Data Analysis and Visualisation, Causal Inference Analysis, and relevant software such as Tableau or R • In IT, with knowledge or experience with Application development in both Mobile devices (Android and iOS), data related engineering, processing and security on mobile devices, network and cloud. 3. Prior working experience in a technical role in Biometrics or related fields is preferred, but not required. 4. Candidates with at least 10 years of relevant experience will be considered for senior positions. 5. Personal Characteristics & Behaviours: He / She should • Have good interpersonal and communications skills for engagement with internal and external stakeholders • Be able to work independently as well as being a good team player • Possess strong analytical and critical thinking skills • Be able to write and speak well • Able to think out of box and open to new concepts and ideas for Solutioning • Able to push to the edge of the envelope for Performance analysis. • Able to be the “Tenth Man” All new appointees will be appointed on a two-year contract in the first instance.
