Job Summary:

Act as SME for Site Utilities and Facilities Systems and point of contact for all system machines and facilities design-related queries. The role includes the review of the technical specifications and design of the Systems. Support from site implementation, system testing, and commissioning until handover.

Scope also includes the development of SOP, maintenance, and spare parts programs in preparation for operation. The role will be transferred to the operational team upon project completion.

Project Phase:

  • As package owner of the Utilities and Facilities services/equipment/systems.
  • Responsible for the development of the URS, Engineering Technical Specification, and Maintenance Procedure for Utilities/Facilities services, equipment, and systems.
  • Oversee the design, installation, and maintenance of utilities/facilities systems such as ACME, electrical, water, and gas distribution systems, Pest Control, Lifts, Fire Protection System, Wastewater Treatment Plant, lighting, site infrastructure, waste management etc.
  • Collaborate with project teams to design and develop efficient and compliant biopharma manufacturing facilities.
  • Participate in facility layout, design review, and equipment selection to ensure adherence to cGMP (current Good Manufacturing Practices) guidelines and regulatory requirements.
  • Contribute to the preparation of facility specifications, engineering drawings, and equipment specifications.
  • Evaluate and select suppliers for utilities and infrastructure components, ensuring high-quality standards and cost-efficiency.

Carry out technical alignments and bid tabulation for tender packages for order placement and participate in the execution of the projects.

  • Monitor and oversee construction projects to ensure compliance with design plans, safety regulations, and project schedules.
  • Conduct facility walk-throughs and inspections to identify any potential issues or deviations.

Support/lead the Operation Readiness of the Utilities/Facilities infrastructure or systems transiting from project to operation phase.

  • Other ad hoc tasks as required by the department and company.
  • Opportunities to embark on a 3–6-month overseas training phase as part of the organization's development program.

Operation Phase:

Conduct scheduled facility inspections in accordance with the maintenance schedule, ensuring adherence to SOPs, regulations, and safety standards.

  • Manage and coordinate the Mechanical Maintenance team for scheduled and ad hoc activities.
  • Identify energy-saving opportunities and optimal resource allocation strategies.
  • Participate in facility expansion projects, assessing infrastructure requirements and coordinating implementation efforts.
  • Collaborate with internal and external colleagues in the work domain.
  • Optimize the scheduled maintenance of plants and equipment during overhauls and inspections.
  • Supervise contract maintenance and create work procedures.
  • Analyse mechanical or system defects, suggest corrective actions, and resolve problems.
  • Implement plant enhancement initiatives to improve plant dependability and performance.
  • Direct processes for improving the plant's availability, efficacy, and cost-effectiveness.
  • Develop technical specifications and manage procurement for maintenance requirements.
  • Plan and execute projects within the budget, keeping account of expenses.
  • Accountable for relevant EHS audits, energy management, and energy conservation initiatives in businesses.
  • Able to work on shift (if applicable)

Requirements:

  • Bachelor’s Degree or Diploma in engineering (Mechanical, Electrical & Electronic, Chemical, or related field) or equivalent combination of education and experience.
  • 1st or 2nd Class Steam Boiler Engineer(advantage)
  • Licensed Electrical Technician/Engineer (advantage)
  • Minimum of 5 years of engineering and project management experience in utilities and facilities design or operation (preferably in the Chemical or Pharmaceutical industries).
  • Experience in start-up and greenfield projects.
  • Understanding equipment and machine selection criteria in compliance with local regulatory requirements.
  • Experience in the design, construction, maintenance, and operation of biopharma manufacturing facilities.
  • Excellent problem-solving and analytical skills, with the ability to prioritize and manage multiple projects concurrently.
  • Strong communication and collaboration skills to effectively work with cross-functional teams, vendors, and regulatory agencies.
  • Strong knowledge of biopharmaceutical manufacturing processes, facility systems, and cGMP regulations
  • Proficient in Microsoft Office Suites (PowerPoint, Word, and Excel).
  • Experience with planning tools such as Microsoft Project will be an advantage.
  • Proficient in engineering design software, computer-aided design (CAD), and equipment maintenance management systems like Maximo or SAP.
  • Solid understanding of EHS regulations and best practices.
  • Experience in BMS & PLC Control Systems.
