The International Relations Team drives efforts in building diplomatic ties between PSD and foreign counterparts to broaden strategic bilateral needs and to profile the Singapore Public Service internationally. As part of such strategic interactions, the unit also helps to cull data and information on the prevailing trends in the broader international environment that may shape the future of work. The Roles and Responsibilities include: • Support the formulation and implementation of strategies to engage foreign counterparts, institutions and establishments that will in turn fulfil PSD's vision and mission. • Plan and execute incoming and outgoing visits with other stakeholders. • Synthesise insights from information obtained through various external engagements so as to facilitate collective sense-making across the organisation. • Identify and analyse Public Service workforce issues, trends, challenges and opportunities through comparative analysis with foreign counterparts, institutions and establishments where necessary and assess their implications for Singapore.What we are looking for:We are looking for self-motivated individuals who value integrity, collaborative teamwork and take pride in going the extra mile to provide excellent service. An ideal candidate should possess the following: • [International Engagement] Has a keen interest in international developments and is able to utilise this knowledge to shape engagements involving foreign Centre-of-Government agencies. Provide guidance on and initiate improvements to secretariat process that supports agency's international engagements. Lead working level meetings and pre-trip discussions with agency's principals. • [Strategic Networks & Global Partnerships] Understand needs and work approach of key stakeholders in regional and global networks, leveraging common purpose to optimise interconnected policies to enhance bilateral/multilateral cooperation. Lead, plan and organise events/activities that promote Singapore's sector expertise on the international scene and conduct research and data analysis for engagement strategies. • [Thinking Clearly and Making Sound Judgement] Able to consider and integrate different perspectives and operate at different levels of analysis (e.g. service-wide, organisational-level, officer-level) to make sound and timely recommendations. • [Working Effectively with Stakeholders] Able to effectively engage stakeholders to understand their needs and concerns, involve them in the solutioning process and seek their buy-in to initiatives. You should possess strong communication (written and verbal) and presentation skills to engage internal and external stakeholders of different seniority. • [Stewarding Systems for Today and Tomorrow] Review and remove outdated practices and actively explore digital technology and tools to simplify work processes. Implement good knowledge management practices to retain and transfer knowledge within the team while enforcing measures to safeguard data. • [Caring For, Developing and Inspiring Staff] Able to develop and inspire your staff, and provide them with the resources they need to deliver work outcomes. An ideal candidate should possess the following: • At least 3 years of working experience in the field of International Relations or Strategic Partnerships. • Enjoy working with people and be comfortable engaging stakeholders from all levels. • Strong planning and organisation skills. • Self-motivated and independent with ability to multitask.
