This individual will be part of the dynamic Disability Strategy team that supports the formulation of policies, policy reviews and drives the long-term strategies of the disability sector, by collaborating with different stakeholders such as the government agencies, Social Service Agencies (SSAs) and SG Enable’s internal business units.

The responsibility of the individual involves helping the organisation achieve its long-term goals by analysing data, supporting strategy development and tracking progress and identifying opportunities for improvement. Key roles include:


  • Service management of the Supported Transition and Engagement Programme (STEP), a transition support programme for recent SPED schools graduates who have not been enrolled in adult disability services
  • Interfacing with Social Service Agencies (SSAs) in the implementation of programme and consultancy study
  • Driving professional standards for adult disability sector and build up professional capabilities in the sector
  • Working with SG Enable’s service development teams to align and ensure integration and coherence of the development of service models, service management, performance measurement and deviation cases
  • Consolidating, reviewing and analysing data to better support policy and planning, and address sector gaps and needs
Duties and Responsibilities

Service Management


1. Supported Transition and Engagement Programme (STEP)

  • Service management of STEP, a newly launched programme supporting recent SPED school graduates
  • Drive and implement STEP by working closely with social service agencies (SSAs) who are the service providers of STEP
  • Oversee and collate regular reporting of programme outcomes and administer disbursement of funds to service providers based on funding criteria
  • Monitor the progress of the programme, analyse trends with data analytics, and work with STEP service providers to address any challenges faced in the implementation phase
  • Recommend solutions to address the challenges faced by service providers and offer suggestion to continuously improve the programme
  • Promote and market the programme to other SSAs as potential service providers
  • Work with internal stakeholders to develop enrolment and referral processes to other adult disability services

2. Service Management Framework

  • Develop and draft the service management framework of government funded disability programmes, taking reference from parent ministry guidelines
  • Work with the service management internal workgroup across the different business units to gather inputs to develop the framework
  • Identify grey areas that need further deliberation and discuss with different stakeholders to come to alignment

Consultancy Studies


  • Support the implementation of on-going consultancy studies by interfacing with the consultant, SSAs and relevant government agencies
  • Provide inputs to the design of the survey, focus group discussion and interviews proposed by the consultant

Qualifications, Knowledge and Experience
  • Good degree in any discipline
  • Minimum 5 years of experience in relevant roles, implementation and reviews, service development and performance management, research, and/or stakeholder engagement
  • Strong command of the English language; able to write, present and communicate well
  • Strong team player and able to work independently
  • Detail-orientated
  • Self-driven, resourceful and able to multi-task
  • Proficient in MS Office applications
  • Experience in social or healthcare sector will be an advantage
  • Ability to perform data analytics is a plus
