Make an Impact by:

  • Establish technical guidelines on construction, upgrade, replacement & consolidation of critical infrastructure of Networks Exchanges/Stations. These include HT/LT/UPS/Genset Electrical Distribution, Chilled Water Plant, ACMV System, Fire Detection, Fire Suppression and iBMS (Building Management System).

  • Ensure Engineering Standards comply with local authorities for the power, cooling efficiencies, level of redundancy and Fire safety as required of current Networks Equipment Datahall and Data Center.

  • Ensure high resiliency/redundancy in design of critical systems supporting Networks Datahall. Provide periodic review of Site Installed Capacity for power, cooling to ensure site readiness for future business.

  • Work closely with Networks’ Master Exchange planning to prepare and execute strategies for optimizing infrastructure to serve networks, cable landing and satellite services including whole life cycle of buildings M&E.

  • Filter and present major design changes at Network’s IDRC for effective change management control.

  • Provide Incident Command leadership role during an interruption of power, cooling, fire alarm at Singtel premises. Manage resources and ensure speedy recovery of facilities infra supplies.

  • Oversee energy audit, conservation, and develop a viable plan for implementation of energy conservation measures as part of the cost transformation initiatives undertaken by STSG and Group Sustainability.

  • Drive Singtel Singapore Green initiatives. Plan and execute renewable energy projects and co-ordinate CSR reporting (water consumption, electricity consumption, waste, CSR projects, fuel & diesel consumption, chiller refrigerant, etc.).

  • Collaborate with Group Property on land and building portfolio and energy forecast for tariffs hedging exercises.

  • Work closely with Group Risk for RMC, RA assessments, Insurance loss prevention studies and audit planning.

  • Conduct audit on exchanges & stations to enhance WSH awareness and periodic assets/facilities audit to identify areas for equipment/system improvements, cyclical replacement of aging / end-of-life equipment.

  • Ensure awareness and compliance on CAB Submission process for critical works. Ensure thorough review of Method Statement and identify/mitigate risk prior to job execution.

  • Manage FISW Contract Team on effective sourcing of Service Term Contracts and Capex Contracts. Lead and identify opportunities to improve tender process, enhance scopes, optimize service frequency, with objectives to optimize overall FISW R&M cost.

  • Manage depreciation, utilities, and internal charges of Exchanges and Stations. Keep annul expenditures within approved capex/opex budget and cashflow schedule.

  • Oversee performance of external service providers to ensure a consistent level of service standard, including carrying out periodic audits to maintain a low fault rate and high-performance standards.

  • Ensure timely renewal / award of all Term Contracts (TC) in accordance to the committed procurement timeline.

  • Call tender & commission new UPS/DC power plants to support Network infra including Mobile, Broadband & IPTV transmission network.

  • Enforce strict supervision and surveillance functions for Facilities Managers and Managing Agents on all activities within the exchanges/stations to ensure compliance to established guidelines/ procedure and to avoid FRR violation

  • Upkeep of Networks infrastructure in forefront of new technology and products in building industry.

  • Lead and manage a team of multi-discipline Engineers specialized in Mechanical, Electrical, Control, and Doc Administration Control.


Skills for Success:

  • Possess Bachelor’s Degree in Electrical, Mechanical, Mechatronics Engineering.
  • More than 15 years work experience in Engineering, Operation, and Maintenance of work environment with critical infrastructure facilities.
  • Project Manager of completed critical M&E infrastructure projects for critical facilities.
  • Obtained Chartered Engineer, Professional Engineer or equivalent qualification.
  • Good troubleshooting, rootcause analysis skills.
  • Familiar with TIRA, TIA, SBD Standards for telecom industry.
  • Able to lead team in financial analysis for AOP Opex, Capex, and project viability assessments.

Skills for Success:

  • Possess technical knowledge of PC, DOS, Windows, WinNT, Mac DOS, Internet applications and broadband services.
  • Good knowledge on Project management, Broadband Network: GPON, XGPON, Cable, Home IT networking including cable and Wireless networking.
  • Technical report writing.
  • A strong team player who must be prepared to work on rotating shifts and field work.
