- Implement MND's programme evaluation framework to (i) assess effectiveness / economy / efficiency and impact of programmes, (ii) improve policy formulation, programme design and implementation, governance, as well as (iii) inform policy and practice and support resourcing decisions. These include working with our agencies to develop/review our programmes' logic models, theories of change, key performance indicators, evaluation designs, data collection methods, and to conduct data analysis. • Engage policy/programme owners in HQ and our agencies to identify programmes for evaluation, and work with them to plan, conduct and monitor pre-, during, and post-implementation evaluations. • Monitor and report performance of programmes and evaluation findings to senior management, and recommend improvements as necessary. • Scan and adapt evaluation norms and best practices, promote and build up programme evaluation capabilities in the Ministry, such as by conducting training and sharing best practices.
