What the role is:We would like to invite interested applicants to apply for this position in the Programme Evaluation Team at the Ministry of National Development (MND). You will be part of a dynamic team that develops and implements programme evaluation efforts in the Ministry.What you will be working on:
  • Implement MND's programme evaluation framework to (i) assess effectiveness / economy / efficiency and impact of programmes, (ii) improve policy formulation, programme design and implementation, governance, as well as (iii) inform policy and practice and support resourcing decisions. These include working with our agencies to develop/review our programmes' logic models, theories of change, key performance indicators, evaluation designs, data collection methods, and to conduct data analysis. • Engage policy/programme owners in HQ and our agencies to identify programmes for evaluation, and work with them to plan, conduct and monitor pre-, during, and post-implementation evaluations. • Monitor and report performance of programmes and evaluation findings to senior management, and recommend improvements as necessary. • Scan and adapt evaluation norms and best practices, promote and build up programme evaluation capabilities in the Ministry, such as by conducting training and sharing best practices.
What we are looking for:General Requirements: • Good team player and also an independent worker. • Good critical and analytical thinking skills; and communication (verbal and written) and presentation skills. Requirements specific to workscope: • Qualifications in Accounting, Economics, Statistics, Data Science, Public Policy or relevant disciplines, or relevant work experience in these areas or public sector programme evaluation. • Strong project management skills and well-versed in process design and internal stakeholder management. • Good understanding of a range of qualitative and/or quantitative research/evaluation methods. • Candidates with the following will be at an advantage: (i) Familiarity with one or more tools on: Cost efficiency (e.g. Cost-Effectiveness Analysis, Cost-Benefit Analysis); Process evaluation (e.g. monitoring and reviewing interim results and incurred costs, benchmarking); and Programme outcome/impact evaluation (e.g. econometric analysis). (ii) Good understanding of resource management concepts and practices.
