What the role is:As the Chief Specialist for Raw Water Systems, you will provide technical leadership and develop long-term strategies for the effective management of Singapore's freshwater reservoirs and water catchment areas to support PUB's mission of providing safe drinking water.What you will be working on:You will be involved in the following areas: • Lead a team in monitoring and assessing reservoir, catchment, and seawater quality. • Develop, drive, and implement strategies for water quality management and pollution control. • As the domain expert, provide technical advice and recommendations for water quality policy development. • Engage regulators and stakeholders on such water quality issues. Specific expertise and/or experience in the following areas will be an advantage: Ecology of freshwater bodies: • Expertise in the dynamics of algal growth in freshwater bodies, especially for algal species producing taste & odour and algal toxins, as well as the factors affecting the dominance of one species over the other. • Develop, drive, and implement a comprehensive approach for algae management in freshwater bodies. Water Quality Modelling: • Experience in the use of water quality models to predict and mitigate pollution impacts. • Use of AI to develop data-driven models for water quality modelling. • Drive research projects related to water quality and aquatic ecosystem health monitoring and management. Impact Assessments & Ecological Studies: • Perform water quality impact assessments for development projects affecting the quality of water bodies. • Lead and give technical guidance to ecological monitoring programmes in reservoirs and marine environments. • Provide expert recommendations to Environmental Impact Assessments (EIA) studies. • Experience in the public communication of EIA results.What we are looking for:Qualification: Degree/Masters, or PhD in Limnology, Aquatic Biology, Environmental Science, or a related field. Work Experience: • 10 years of experience in reservoir, catchment, and seawater quality monitoring and management. • Strong expertise in water quality impact assessment and pollution control strategies. • Proven experience in environmental impact assessment (EIA), water quality modelling and freshwater ecology will be an advantage. Technical Skills: • Knowledge of water quality modelling tools (e.g., MIKE ECO Lab, SWAT, Delft3D, etc.) is preferred. • Proficiency in data analysis for water resource management. • Strong analytical and problem-solving skills in water quality assessment.
