- Work closely with Consultants/Contractors, and plant operators to develop/expand WRP to ensure that end users' requirements are managed and met in terms of scope, quality, benefits and risks within the constraints of the project's timeline. • Prepare tender specifications, evaluate bids and present recommendation for contract award. • Review design calculations submitted by Consultants/Contractors and ensure compliance with requirements by existing operations and maintenance teams at WRPs, standards and code of practices. • Review design together with Process/Civil/Mechanical/EICA counterparts to ensure that these meet design requirements. • Manage and administer the projects and monitor their progress to ensure timely completion within budget. • Verify and process monthly progress claims of work. • Evaluate alternatives proposed by the Consultants/Contractors and ensure that the design meets the objectives of the project. • Coordinate with all stakeholders for interfacing with Plants and other ongoing contracts. You will be deployed to manage one of the following project scopes, which may include the following additional responsibilities: 1. Process • Identify, evaluate and select various treatment technologies (both established and new) for consideration, while ensuring effective treatment of used water and enough NEWater to meet water demands. • Review assessments by consultant on treatment processes and overall design of the plant, in collaboration with various stakeholders, taking into consideration of plant specific constraints, treatment requirements, future needs and current operational practice. • Coordinate consultancy work for engineering studies that are critical to the project such as resources recovery synergies. 2. Civil and Sitewide • Coordinate consultancy work for services and engineering studies such as Environmental Impact Assessment, cemetery and heritage study, field investigations, and services diversion. • Facilitate inter-agency discussions and authority submissions on matters such as site parcellation, land compensation, land alienation, and services and road diversion. 3. Mechanical Design • Technical leadership in mechanical studies, design and implementation including professional design experience, value engineering, technical sharing, training, and review of standards for mechanical equipment and associated works. • Ensure design complies with relevant standards and takes into consideration latest technologies and industry best practices (e.g., security-by-design, design for maintainability, energy-efficient design). 4. Electrical, Instrumentation, Control and Automation (EICA) Design • Technical leadership in EICA studies, design and implementation including professional design experience, value engineering, programming, technical sharing, training, and review of standards for EICA equipment and associated works. • Ensure design complies with relevant standards and takes into consideration latest technologies and industry best practices (e.g., security-by-design, design for maintainability, energy-efficient design). • Design, develop and implement smart initiatives for next-generation digital water plants, e.g., digital twinning, automation, and process optimization. • Technical evaluation of new technologies, safety, reliability, maintainability and performance for industrial systems; adoption of state-of-the-art technologies for automation, artificial intelligence, data science and cyber security.
