What the role is:Are you a meticulous worker with an eye for details? Are you an independent worker with good analytical skills? If so, we want you to be part of our team at the Singapore Police Force (SPF). The Assistant Officer-in-Charge (AOC) in the Security Industry Division (SID) of the Police Licensing and Regulatory Department (PLRD) needs to ensure that SID's KPIs are met and that all regulatory decisions made are in accordance with the law. AOC SID is required to manage the expectations and concerns of stakeholders when approving or rejecting applications for the various licences, bearing in mind the socio-political environment and business implications. PLRD supports the SPF mission to prevent, deter and detect crime by regulating sectors via its licensing regimes because there is a strong nexus between an effective licensing regime and crime as well as public order. As an AOC in the security industry regime, you have a direct role in this mission.What you will be working on:The AOC in SID is a civilian officer under the Management Executive Scheme. As an AOC, you will approve licences under the purview of SID within the service delivery timeline. You are required to make sound assessments in your recommendations and decisions within the stipulated number of days based on the service delivery guideline. These include licences for security officers, security agencies, private investigators and private investigation agencies. You will play a critical role in assessing whether a person fulfils the criteria for licence grant. You will conduct screening of all applications in accordance with the Standard Operating Procedure (SOP). You will handle enquiries from licensees and members of the public through phone, email and in-person. You will also perform counter duty at least two (2) working days per calendar month to handle walk-in customers' enquiries and complaints. In addition, you will process the daily payment transactions and documentations made at the PLRD counter. You will also be required to perform any other tasks assigned to you by your supervisor.What we are looking for:
  • Background in any field of study and preferably with work experience; • Proficient in written and spoken English; • Possess IT proficiency, including Microsoft Office; • Possess good communication and interpersonal skills; • Be professional when responding enquiries from internal and external stakeholders; • Be able to work independently with minimum supervision; • Is responsible, discipline and a team player; • Able to meet deadlines in a fast pace working environment; • Training will be provided. Candidate with knowledge of the legislation, doctrines, policies, and guidelines relevant to the licensing regimes under SID will have an added advantage.
