Reporting to Senior Director of Group Category Procurement Technology, the Director, Group Technology Procurement is responsible for leading the IT Infrastructure and Enterprise Software at Global Category level, and all procurement sourcing relating to it with suppliers’ management and engagements.

With annual spend under management of ~$60M-80M across Group (including Singtel & Optus), you need to have a deep understanding of IT hardware, infrastructure, software sourcing and IT services outsourcing, taking charge to consolidate multi-entity opportunities, dealing with competing stakeholder interest and possess competent negotiation tactics & strategy to be able to optimise technology spend for the Operating Companies (OpCos).

The candidate should also possess strong people management & leadership skills to build a highly engaged team (YVS) and satisfactory internal customer experience (CSAT) whilst ensuring compliance to policy.

Category Management & Sourcing

  • Lead the Global Information Technology (IT) category management team to:

  • Collate, develop and drive joint sourcing opportunities and strategies for this IT category for Enterprise, Networks & IT team across Group OpCos.

  • Pro-actively lead procurement activities (sourcing, negotiation, award, contracting) and engagements for said category across Group OpCos stakeholders as part of Global Category Procurement team.

  • Be fully accountable for technology spend and savings under this category, with vision of driving scale across geographics prioritising high impact spend areas.

  • Form and take charge of Group regional aggregation by establishing Group Regional Framework Agreement, and where needed, lead price benchmarking for this category.

  • Act as point of contact for key business stakeholders in respect of this category.

Governance, Process improvement and Procurement Operations

  • Enforce governance to procurement policy throughout the procurement cycle

  • Guided training programs and development activities for the development of knowledge base across the broader IT & Networks team, to strengthen the overall capability of our stakeholders on sourcing activities & contractual management.

  • Lead & coach the team to identify, champion and drive continuous improvement relating to policies, supplier relationships and contracts price lists (& BOQ).

Engagement with Group Networks & IT Executives & Snr Leaderships (SLTs)

  • Build strong & regular engagement with Group IT & Networks SLTs for Group OpCos, to align sourcing strategy and key focus areas.
  • Lead the team to build strong positive stakeholder relationships and monitor such engagements, while being accountable for Procurement CSAT.
  • Plan and execute communications plans to ensure accurate and timely flow of information to internal stakeholders & leaderships.

Leadership Responsibilities of Group IT Category Team

  • Coach and guide all members of this Category Management team.
  • Provide guidance to local procurement members of Group OpCos.
  • Manage the performance and development processes for your team members.
  • Support and guide team members to meet their KPIs and career development plans.
  • Be champion role model and cultivate strong Company values (COMMIT) in driving YVS score.

Skills for Success

  • Bachelor’s Degree with at least 8-10 years of relevant work experience in procurement, Telecom or Technology industry.
  • At least 3 years’ experience in procurement leadership role.
  • Strong commercial background and business acumen.
  • Ability to communicate and present effectively.
  • Possess a strategic focus with the ability to analyse, formulate and implement procurement strategies to reduce costs.
  • Ability to contextualize data analytics into actionable sourcing insights.
  • Excellent oral & negotiation skills.
  • Ability to resolve contractual & commercial disputes.
  • Demonstrated capability in project/category management.
  • Able to cultivate and develop strong team dynamics.
  • Excellent organisational skills, ability to prioritise and manage competing priorities, including suppliers.
  • Results orientated with an attention to detail and accuracy.
