Job Description
- Provide leadership, planning, and overall management of the Crewing Department.
- Oversee all crewing matters within the Group.
- Prepare marine personnel budgets and follow up, keeping Management informed about changes.
- Assist in preparing crew cost estimates.
- Recruit and re-employ all senior and junior officers or crew, regardless of nationality.
- Maintain contact with Seamen’s Unions, negotiate CBAs, and present them to the Director for final approval.
- Interview potential new senior officers.
- Verify that the insurance cover required for officers and crew is according to the CBA or that the individual contract is in line with the vessel’s P&I coverage.
- Control drug and alcohol testing for all vessels.
- Liaise with charterers regarding senior officers/crew disputes.
- Be prepared to visit vessels to investigate specific crew problems.
- Collate Crew P&I claim documents.
- Follow up on all relevant CBA terms, conditions, and changes.
- Ensure the Master is informed and holds a copy of the relevant CBA.
- Propose wage levels, terms, and conditions for personnel not covered by CBAs, if required.
- Take overall responsibility for the appraisal, training, and monitoring of marine crew performance.
- Appoint crewing agents and ensure their compliance with PRL training requirements and needs.
- Visit manning agents and conduct internal audits, if required.
- Monitor and appoint medical institutions to perform pre- or post-medical examinations in accordance with PRL requirements and standards.
- Negotiate and approve crew agency fees.
- Provide advice and proposals on Cadet, Trainee, and recruitment programs.
- Appoint and monitor the performance of marine travel agents worldwide.
- Liaise with other departments to manage the crew team accordingly.
- Liaise with the Sea Radiance (ship agency) team to ensure all aspects of the agency are in order.
Job Requirements
- Minimum 5 years of relevant experience in crewing management.
- Experience in crewing arrangements and HR for OSVs, accommodation barges, AHTS, and PSV.
- Proven experience in budgeting and cost control.
- Extensive knowledge of labor requirements for countries such as Malaysia, and regions in the Middle East like Dubai, Qatar, and Saudi Arabia.
- Diploma or Degree holder with relevant experience in marine crew recruitment and management.
- Strong interpersonal and negotiation skills.
- Ability to maintain good relationships with charterers, labor unions, authorities, crew agents, and training centers, acting in the best interest of the organization.
- Having a personal network of crew members is a plus.
- Experience with ship agency and crewing agency operations.
