NIE invites suitable candidates for the position of Senior Assistant Manager with the Development & Estate Department (DED).

Responsibilities:

Assist Head of the Development & Estate Department in the facilities operation and maintenance, facilities improvement and addition & alteration works, including:

  • Supervise and manage the operation and maintenance of Building system in NIE.

  • Manage the procurement and administration of contracts for maintenance and project works.

  • Manage and supervise the Institute’s integrated cleaning, landscaping and pest control contract and upgrading/ maintenance works to ensure overall cleanliness/ upkeep of the property and facilities to enhance users’ experience.

  • Manage and supervise daily and cyclical cleaning, landscaping and pest control programs, conduct regular inspections and monthly performance assessment to ensure cleaning standards are met.

  • Manage contractual matters with contractors, vendors, and external authorities.

  • Plan and supervise maintenance activities to ensure inspection programmes and preventive maintenance works are carried out as planned and in accordance with standards expected. Follow up promptly on corrective maintenance works to minimise downtime and maintain a safe environment.

  • Manage upgrading and improvement works, understand scope and requirements, develop work proposals and estimate associated costs. Oversee procurement of services, supervise work progress and ensure materials and workmanship meet standards. Review and track site progress through meetings and inspections to meet user’s project completion timeline.

  • Manage and provide support for major and international events. Engage with event organisers upon event notification and gather event support requirements. Manage and supervise logistical setup and technical support as required and handle the whole spectrum of activities for major NIE internal and external events.

Requirements:

  • Degree in Civil/Mechanical/Electrical Engineering, Building Services, Facilities Management or equivalent from a recognized tertiary institution with at least 5 years’ work experience in the building or facilities management industry.

  • Candidates with Diploma in Civil/Mechanical/Electrical Engineering, Building Services, Facilities Management or equivalent from a recognized tertiary institution with at least 8 years’ work experience in the building or facilities management industry, are welcome to apply.

  • Good knowledge in building services design, installation and maintenance.

  • Candidates with experience in the management and operation of both soft and hard facility management (FM) services will have an advantage.

  • Effective team player, ability to work with different levels of people with good interpersonal and communication skills.

  • Proficient with Microsoft Office applications, including Excel, Word, and PowerPoint; experience with AutoCAD for design purposes will be added advantage.

  • Good problem-solving skills and analytical capabilities.

  • Self-motivated, with a proactive approach, and customer-oriented.
