What the role is:By 2030, almost a million Singaporeans will be aged 65 and above, and there will be an increased demand for aged care services (e.g. Senior Care Centres, Active Ageing Centres, Home Personal Care, Nursing Homes). However, the care landscape is fragmented today, with multiple service providers delivering care in a siloed manner. For seniors that require multiple services, they would have to navigate multiple providers, go through multiple care assessments and care plans by these different providers, and the care they receive is uncoordinated. We will be introducing a new service model called the Integrated Community Care Provider (ICCP), where ICCPs would assess and plan for the senior's care holistically, and be the designated point of contact to pull in and coordinate the aged care services that the senior needs. The Sector Planning team is at the forefront of re-imagining the senior's care journey and developing and implementing this new service model, so that seniors can receive seamless and coordinated care to age well in Singapore. What you will be working on:In this role, you will be involved in the policymaking, planning and implementation of the aged care sector landscape review. This will require strategic and blue-sky thinking to reimagine the care models and support for seniors, as well as an ability to work through the operational details needed to implement these strategies (e.g. finance, IT/data, planning based on projections, audits and service requirements and transitions). You will be working in a fast paced and highly volatile environment that would require the ability to manage multiple priorities and stakeholders at the same time. You can expect meaningful work that will improve the lived experience of seniors, while growing professionally through developing your policy, strategy and administrative skills. What we are looking for:
  • Strong in strategic and blue-sky thinking • Good interpersonal and people management skills • Independent and self-driven • Able to multi-task • Team-player • Some experience with the community care sector and public service preferred, but not mandatory. As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment. Key Competencies Require • Thinking Clearly & Making Sound Judgements - Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. • Improving & Innovating - Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders - Ability to mobilise and rally partners and stakeholders towards a collective purpose.
About Ministry of Health:The Ministry of Health's (MOH) vision is to champion a healthy nation with our people - to live well, live long and with peace of mind. As an open country constantly exposed to an interconnected world, Singapore faces complex issues in public healthcare. MOH constantly grapples with new challenges brought on by an increasingly globalised world, a rapidly ageing population and rising expectations. MOH's responses to these challenges include preventing and managing the outbreak of diseases such as SARS and Influenza A (H1N1), designing a healthcare system that delivers care in an integrated and effective manner, growing the capacity and capabilities within the sector, and managing healthcare inflation. As an MOH officer, you will be involved in formulating and implementing policies that guide Singapore's healthcare ecosystem. You will work alongside a team with varied skills and backgrounds, but with the common goals of (i) promoting good health and reducing illnesses; (ii) ensuring that Singaporeans have access to good and affordable healthcare; and (iii) pursuing medical excellence. Your work will have far-reaching impact on the health and lives of Singaporeans.
