What you will be working on:Strategy Planning • Shaping long-term vision & direction: Define and develop the organization's future growth and success. This may involve issue identification, prioritization, strategy development, resource allocation, and establishing metrics to track progress • Leading strategic planning: Work with CIO and leadership team to drive organizational objectives, identify emerging opportunities, and recommend course corrections as needed • Aligning and communicating strategy: Ensure clear communication of the organization's strategy to stakeholders, and maintain alignment across all levels • Cross-functional collaboration: Lead and influence cross-functional teams, building partnerships to drive initiatives to successful, on-time, and on-budget outcomes • Navigating challenges: Anticipating and addressing obstacles to keep initiatives on track and aligned with organizational goals • Measurable KPIs and deliverables: Define KPIs and corresponding measurements. Actively engage and motivate various key partners to deliver and effect positive change of digital products. Data & AI Governance & Implementation • Establish data and AI governance on leveraging data & AI • Strategise and implement processes and framework to ensure data and AI compliance • Provide recommendation or support related to data science and AI/ML to users where applicable. • Research and implement most relevant technologies and best practices related to data science and AI/ML. • Promote training, resources, education on the use of data and AI tools, programmes, governance, etc • Participate in development of data related products if needed, writing code for data mining, cleaning, storage, exploitation, prediction, modeling, and AI/ML if needed. • Assess, guide, and hone members of the product team to ensure standards are met. • Contribute to data product design/development documentation, procedures and regulation where needed. • Establish standards for reporting on progress, improve processes to drive efficiency or scale growth. Procurement & Contract Management • Effectively engage and manage the team to complete the procurement project on time • Understand the government procurement policy, ICT management policy, quality management policy and security guidelines to ensure the procurement deliverables are designed to comply with these policies and guidelines • Identify potential procurement risks and its implication to the project stakeholders, and propose mitigating measures to manage the risks • Propose improvements to ICT procurement templates, standards and guidelines • Implement appropriate ICT procurement governance and management framework to achieve the organizational and national objectives Finance Management • Detail monitoring and analysis of ICT operating revenue, expenses and capital expenditure utilisation against budget and funding source • Prepare and present ICT financial performance, full year forecasts and budget variances to stakeholders including recommendations, highlight key variance, area of improvements where necessary • Provide ICT financial insight to key stakeholders for timely decision making Others • Undertake ad hoc projects and analysis work or any other duties assigned when requiredWhat we are looking for:
  • Graduate degree in computer science or related discipline with relevant ICT experience • More than 8 years of experience in strategy and management consultancy capacity • Strategic thinking skills with broad perspective of different issues and strategic partnership within the organisation • Good experience in the public sector or robust ICT experience in the private sector, preferably in the development, implementation and deployment of ICT plans and activities involving Cloud, Design Thinking, Data Analytics or Product-Centric Development • Good knowledge of ICT procurement and contract management practices Knowledge of ICT operations, procurement, contract and budget utilisation management practices in public and/or private sectors • Experience in data analysis and AI development • Able to deliver quality and thorough work, with eye for details • Excellent written and verbal communication • Good negotiation, influencing and stakeholder engagement skills
