What the role is:To support the Division in the project management of People's Association (PA)'s community infrastructure to meet its operation needs and to achieve its objectives to promote social cohesion and community bonding.Manage the implementation of community infrastructure building and upgrading projects. Leads the project teams of assigned projects and taskforces for special projects of the Division. These include (but is not limited to):Lead and manage project teams for the implementation of community infrastructure building and upgrading projects from planning to completion including defects liability periods, handing over of required documents to FM, DPIPs and finalization of project accounts.Oversee and give direction to appointed team of multi-discipinary consultants comprising professionals in project management, architectural, civil & structural, mechanical & electrical, environmental, interior and etc to ensure assigned projects complete within schedule and approved budget and meet the project strategic, design, quality and operational objectives.Meet financial objectives for the projects by forecasting cashflow for projects requirements, scheduling expenditures, proposed corrective actions and timely closure of project accounts.Monitor the overall status of projects, submits progress updates on projects and ensure timely submission of status reports to Management and Stakeholders.Review concept design, detailed, tender and construction drawings and tender documents to meet the design guidelines and functional requirementsEnsure compliance with Government and internal procurement and financial procedures.Update job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks and participating in professional organisations.Ensure proper and full archive of essential data, financial information and all authorities approval information etc for reference, audit and future development of buildings.Other ad-hoc duties not covered under main responsibilities and duties.Covers duties of Assistant Director (Project Management).Other ad-hoc duties/tasks assigned by Supervisors and Management.Education
Minimum - Professional Certification in Building or
Project Management or Engineering or other relevant qualification.Experience
Minimum - 5 years in infrastructure/building project management and or M&E consultancy services with good track records.Desired- More than 7 years in infrastructure/building project management and or M&E consultancy services with good track records.Others
  • Good communication, organisation and interpersonal skills.
  • Good command of English language with good written and presentation skills.
  • Able to work independently with good time management, initiatives and able to multitask.
  • Resourceful and able to lead the team towards achieving specific goals.
  • Proficient in MS Office application (eg Words, Excel, PowerPoint).
  • Knowledge in construction project and contract administration, relevant Singapore Standards, Codes of Practices and regulatory
