Description of Division/Branch RPG provides statutory intervention and leads in child protection and adult protection policies and processes to safeguard Children and Young Persons (CYPs) as well as Vulnerable Adults (VAs) in Singapore. The science and art of our work remain very much firmly rooted in keeping vulnerable persons safe from harm, working in partnership with families and stakeholders such as the schools, hospitals and other community partners. CPS' Service Management Team plays a pivotal role in optimising manpower resources and enhancing client safety through the expansion of the volunteer base and strategic outsourcing of operational functions to vendors. Your role will primarily focus on overseeing the transport service for CYPs in out-of-home care, a critical component in ensuring the safety, well-being and continuity in the routine of the CYPs. In this role, you will be responsible for maintaining comprehensive oversight of transport service vendors and volunteers, partnering with them to ensure effective service delivery and compliance with practice standards. As a member of the Service Management Team, you will also gain valuable exposure to other areas within the unit. You will collaborate with internal stakeholders (such as operations, service planning, and procurement teams) to identify and align vendor services with business needs and objectives across various functions. You will work to mitigate risks and ensure that the division receives optimal value from its vendor partnerships.What you will be working on:Responsibilities Reporting to the Senior Manager / Team Lead, you will: • Engage with vendors and volunteers on their day-to-day performance including onboarding, operationalizing of functions, monitoring case outcomes and gathering feedback to ensure CPS' operational needs and practice standards are met • Oversee end-to-end processing of high-volume referrals and transport service requests, including suitability assessment, resource allocation, and coordination within the CYPs' care network to optimise resource deployment and operational efficiency • Manage vendor and volunteer relationships, escalating complex issues to supervisors when necessary to ensure timely and effective problem resolution • Analyse existing CPS safety operations to identify improvement opportunities, proposing and implementing solutions to enhance operational efficiency and client safety • Supervise and guide support staff in executing administrative and support functions for vendor programmes, ensuring alignment with organisational goals and standards • Contribute to programme development, implementation and evaluation, including data collection and process reviews to ensure operational effectiveness and efficiencyWhat we are looking for:Requirements • Tertiary qualification in Social Work, Psychology, or related disciplines • Minimum 1-2 years of relevant experience working with vulnerable children and families, and/or in service management roles in the social service settings • Highly organised with strong attention to detail; proficient in data management and analysis • Excellent communication and problem-solving skills, with the ability to stay calm and effective under pressure • Demonstrate professionalism, empathy and interpersonal skills when engaging both internal and external stakeholders • Proactive mindset and receptive to feedback, changes and innovation to improve processes and service delivery • A motivated team player who is also able to work independently Functional Competencies • Service Operations Planning & Management • Customer Service and Case Management • Sector/ Industry Programme Development and ManagementAbout Ministry Of Social And Family Development:“We are Professionals with Passion for People” The Ministry of Social and Family Development (MSF) develops the “heartware” for Singapore through our policies, community infrastructure, programmes and services.
