Job Summary:

The Senior Vice President takes the lead in APRHQ Civil Department and shall be responsible for all matters relevant to Civil Engineering in the Asia-Pacific region, including but not limited to business development, bidding, project execution, joint venture management, QHSE control and human resource management at corporate level.

The Senior Vice President develops the business plan, including target KPIs such as tender award, sales and operating income, early in the fiscal year and report the status of KPIs to APRHQ President and Tokyo Headquarters from time to time. The Senior Vice President is also required to achieve the target KPIs at the end of fiscal year and grow the civil engineering business steadily and continuously in the Asia-Pacific region.

(A) Essential Job Functions:

The Senior Vice President is responsible for, but not limited to, the following:

  • Strong Leadership and Execution Capability:

Lead the multi-functional teams, including Business Development, Construction Project, Engineering and Legal/Contract Sections, and bring the teams of different functions together as one team. Decide which work shall be posterised among others considering the resource constraints in APRHQ Civil Department as a whole and run the civil engineering business accordingly.

  • Project Oversight and JV Management:

Build up the strong relationship with JV partners, from business development, tender to project execution, in the Asia-Pacific region and maintain the good partnership with them accordingly. Attend the JV Management Committee Meeting to be held every quarter and monitor and control the project QSHE, program and budget precisely.

  • Strategic Project Selection and Tendering:

Identify opportunities for business growth and expansion of the civil engineering business in the Asia-Pacific region and select the projects for tendering, in which Obayashi have a clear advantage against the other competitors. Oversee the bidding processes for its subsidiaries and regional offices across the Asia-Pacific region, ensuring consistency and competency with the targeted profit margin as well as risk & contingencies.

  • Reporting and Organisational Optimization:

Report to APRHQ President and Tokyo Headquarters on KPIs (tender award, sales and operating income) for Business Plan of APRHQ Civil Department periodically. Update and change the target KPIs in the middle of the fiscal year, as and when necessary. Try to optimise the organisation of APRHQ Civil Department to enhance the operational efficiency and maintain the G&A cost to the reasonable level.

(B) Minimum Qualifications/ Job Experience:

  • Manage the company/branch office and run the civil engineering business in the Asia-Pacific region as a managing director, country representative or equivalent. Annual turnover of the above company/branch office shall be not less than 150mil S$ with the operation income ratio of over 5% for last 3 years.
  • At least 30 years working experience in Civil Engineering with at least 20 years in managing experience.
  • Degree in Civil Engineering or its equivalent, preferably holding Professional Engineer or equivalent qualification
  • At least 10 years of experience working on civil engineering project site and at least 10 years of experience leading multicultural and multinational project teams in construction and/or business development/bidding for civil engineering projects, within the Asia-Pacific region.
  • Have experience in the cross-border working environments i.e. in working closely with subsidiaries and/or regional offices over the Asia-Pacific region.
  • Proficient in both MS Office, MS Project and AutoCAD.
  • Strong analytical and problem-solving abilities with a focus on continuous improvement.
  • Comprehensive understanding of authority requirements and engineering standards applicable in the Asia-Pacific region.
  • Proven working knowledge and experience as a main contractor in civil engineering projects.
  • Business level Japanese skill of at least JLPT N1 or equivalent to ensure accurate communication on the business plan for APRHQ Civil Department with Tokyo Headquarters in Japan.
