What the role is:You will support the Patient Safety & Quality Improvement Division (PSQID) in managing the National Value-Driven Care (VDC) Programme involving regional health clusters and be involved in other value-based care-related programmes through stakeholder engagement, regular performance monitoring and management in terms of clinical quality/cost outcomes and patient-reported outcome measures tied to selected medical/surgical conditions, across various care settings. To support MOH's drive towards improvement in clinical/patient-reported outcomes and value of healthcare services delivered by our healthcare institutions. Responsibilities include supporting the benchmarking of both clinical/patient-centric and cost performance across various healthcare clusters and institutions, analysing data to understand drivers for the performance, as well as facilitating discussion with both clinical and finance stakeholders to facilitate sharing of best practices to encourage wider adoption. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.What you will be working on:
  • Organising and facilitating National Value-Based Healthcare Workgroup and Clinical Expert Workgroup meetings • Onboarding of new medical/surgical conditions as part of National Value-Driven Care (VDC) Programme • Tracking and managing performance of existing and new VDC conditions through working with key stakeholders on performance improvements • Expanding VDC approach on selected conditions to include end-to-end clinical pathways and patient reported outcome measures • Working on compiled VDC datasets to facilitate deep-dives and data visualisation • Establishing and refining technical manuals outlining data scope, detailed methodology in data extraction and listing of indicators tied to each medical/surgical condition, in consultation with clinical experts

Key Skills/Knowledge Require • At least 1 year of experience in health information management/ data analysis in a healthcare environment will be an advantage. • Knowledge in research and statistics, as well as Financing, Economics, Healthcare Quality and Benchmarking will be an advantage. • Knowledge of using statistical/ data visualisation applications such as SPSS, MS Access, Tableau, PowerBI, R, Python, and SQL will be an advantage. • Clinical knowledge will be an advantage. • Competent in Microsoft Word, Excel and Powerpoint. • Good interpersonal, facilitation and organisation skills • Ability to lead project teams, and work well with groups from diverse disciplines As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.About Ministry of Health:The Ministry of Health's (MOH) vision is to champion a healthy nation with our people - to live well, live long and with peace of mind.
