The Healthcare Infrastructure Projects Division is a multidisciplinary team consisting of medical planners, architects, engineers, project managers, quantity surveyors, and asset management professionals, supporting the development and building of public healthcare infrastructure projects such as regional and community hospitals, specialist centres, polyclinics and nursing homes to prepare for future demand.

SUMMARY OF THE ROLE

In the role, you'll:

  • Provide expertise provide cost, contracts and procurement related services to support the successful delivery of healthcare infrastructure projects within budget and compliant with Government procurement.

JOB RESPONSIBILITIES

Conduct cost reviews, studies, benchmarking and due-diligence exercises for direct development and capital grant projects

  • Conduct cost benchmarking studies.
  • Formulate / review cost norms for construction works and other development costs.
  • Review budget appraisals and funding requirements for direct development projects.
  • Conduct due-diligence reviews / cost reasonableness reviews on cost plans for capital grant projects.

Perform cash flow monitoring and management cost reporting

  • Conduct quarterly or ad-hoc cash flow monitoring / tracking for HIPD projects.
  • Prepare and submit quarterly management cost reports to track the fiscal status of HIPD projects progressively.
  • Monitor and update the fiscal volume of projects undertaken by HIPD.
  • Assist MOH in the preparation of budgetary returns and cash flow projections.
  • Provide advice on cash flow projection methodologies to ensure good budget marksmanship.

Provide advisory services for procurement and contract related matters

  • Provide advice on Government procurement, cost and contract practices in alignment with the SOP Act, IM, PSSCOC and MOH’s particular conditions.
  • Formulate Standard Operating Procedures (SOPs), circulars and best practices for procurement and contract management.
  • Conduct internal briefings and in-house training to level up the competence of staff on best procurement and contract practices.

JOB REQUIREMENTS

  • Job-related bachelor degree. i.e. Quantity Surveying / Building / Project Management / Facilities Management or equivalent.
  • Familiar with Government procurement and regulations i.e. SOP Act, IM and PSSCOC.
  • Competent and experienced in contract documentation & packaging, drafting of specifications and interpretation of drawings.
  • Demonstrate skill and competence in measurement principles and valuation of works.
  • Familiar with tender and material price trends in the local construction industry.
  • Able to work under pressure and meet tight timelines.
  • Possess good written and verbal communication skills.
  • Minimum 5 years or 8 years of relevant and recent experience as a contracts manager / quantity surveyor / cost engineer in the local construction industry.
  • Preferable registered with the Singapore Institute of Surveyors and Valuers (SISV).
