- Head the Procurement Unit in the Finance & Procurement department • Plan and manage all procurement activities conducted by the divisions to ensure timeliness of procurement and contract implementation • Conceptualise, develop and align organisational policies and Standard Operating Procedures (SOPs)/processes to implement procurement policies across the divisions • Establish effective control procedures by monitoring their effectiveness through reviewing regular reports and analytics • Manage audit review findings/lapses and propose changes to governance policies and procedures; support audit reviews, investigations, and internal process improvements to resolve identified issues with relevant stakeholders • Provide value-added advice to divisions on procurement issues and support the upkeep of NYC officers' procurement competencies • Drive continuous procurement operations improvement initiatives for efficiency and development of the team • Any other duties as assigned
- Relevant working experience of minimum 8 years working in senior procurement roles with good experience in procurement governance • Knowledge of Government Procurement, GeBIZ and Instruction Manual on Procurement will be an advantage • Strong analytical skills with attention to details • Possess strong interpersonal, written and oral communication skills • Customer-oriented, resourceful and self-motivated with strong drive for achievements • Able to multi-task, work independently and has a collaborative approach to both internal and external stakeholders • Good leadership qualities and organisational skills with ability to lead and motivate team members
