Requirements

Responsibilities
4S’ Financial and Accounting Functions
- Direct and coordinate all financial and accounting functions
- Review, propose and implement financial policies and internal control systems
- Conduct periodic Internal Audit
- Maintain 4S’ financial records in compliance with statutory requirements.
- Implement computer solution to financial functions for operations efficiency
Budget and Variance Analysis
- Work with facilities to prepare annual budgets and monitor expenditure against approved budgets
- Prepare, analyse and report on financial variances of monthly 4S’ consolidated financial report and individual facility/programme financial report and quarterly analysis of accounts
Annual Reporting and Disclosure
- Prepare Annual Report and ensure compliance with the Charities (Accounts and Annual Report) Regulations 2011 and in accordance with - Financial Reporting Standards in Singapore
- Complete the Governance Evaluation Checklist and to ensure compliance with the Code of Governance for Charities and IPCs
Liaison with Agencies and Audit
- Liaise with governmental bodies on funding matters and submit financial reports, as and when required
- Liaise with bankers and external auditors and ensure audit compliance
Donation
- Responsible for the receipt and proper documentation, including submission of financial report to authorities, of public donations
- Responsible for the submission of claim and proper documentation, including submission of financial report to authorities, of Community Silver Trust (donation matching grant)
General Accounting and Financial Duties
- Ensure proper and timely payment of invoices and manage cash flow
- Verify accounting and adjustment entries and review balance sheets reconciliation schedules and related parties’ transactions
- Issue and record cheque books and receipt books
- Handle HQ Finance Unit’s petty cash
- Perform general accounting duties such as inter-departmental invoicing, verification of bills, claims, receipts and payments
- Maintain 4S Fixed Asset Register
- Oversee purchase planning and purchase control
Memorial Trust Fund
- Responsible for the management of Memorial Trust Fund for the Welfare Home including preparation and submission of annual audit Report
Staff Management
- Identify training needs of 4S’ finance staff
- Provide in-service training to 4S finance staff on 4S’ financial policies and internal control systems
- Coordinate duties of staff of 4S Finance Unit
- Monitor and evaluate staff performance of staff of 4S Finance Unit
- Monitor and support leave application of staff of 4S Finance Unit
Other Duties
- Participate in staff meeting
- Perform any other duties as and when assigned by the superiors
Working Hours
- 5-day work week, up to 44 hours a week
- Able to attend meeting or work on weekend whenever required
- Applicant must be willing to work 5 days/week and work at Eunos Crescent
