We incorporate leadership science and data-driven practices in leadership development (LD), from how the identification of emerging leaders to the development of senior public service leaders. We work in close partnership with the Civil Service College (CSC), the HR community, and leaders across the Public Service.

What You Will Be Working On

[Specific Job Responsibilities]

  • Responsible for end-to-end administration of 360 feedback survey exercise, including but not limited to:
  • Setting out an overall plan and timeline for the survey administration
  • Drafting clear communications to participants, raters and HR
  • Setting up survey system with requisite questionnaires and participant/rater information
  • Monitoring completion rates and work with agency HR to drive completion rates
  • Attending to agency HR and participant queries
  • Using programming scripts (R and Python) to produce reports and dashboards
  • Organising and tracking of follow-up activities
  • Collecting and analysing feedback to refine current processes
  • Support capability development of PSD and CSC officers and HR to enable adoption of data- and science-based LD interventions.
  • Organise training and engagement sessions for an internal pool of advisors and HR
  • Develop and refine learning resources for agency HR to leverage the Public Service’s Leadership Competency Framework (LCF) for LD
  • Contribute to innovation in LD for more data- and science-based interventions to strengthen leaders at the individual, team and collective levels. This includes:
  • Performing data analytics and presenting the findings via appropriate visualisations, as well as supporting workstreams that ensure the timely and accurate collection of data, database management, development of systems and dashboards to support decision-making

[Work Experience & Competencies]

The Ideal Candidate Should Possess The Following

  • Experience in survey administration and familiarity with HR systems preferred
  • Good time and project management skills
  • Proficiency in R and Python programming would be advantageous
  • [Data Analytics and Insights] The ability to use data and analytics to generate insights for forward planning. This includes gathering data according to requirements, cleaning data to ensure quality and usability, and preparing reports to communicate analyses findings.
  • [Process Management] The ability to understand how different systems, processes and people interact and influence one another, and analyse processes using tools and methodologies (e.g. project management, benchmarking, process mapping, process re-engineering, workflow development,), to enhance operations.
  • [Thinking Clearly and Making Sound Judgements] Ability to connect the dots to develop a deeper appreciation of key issues; diagnose problems and identify possible solutions; and make sound and timely decisions.
  • [Working Effectively with Stakeholders] Ability to engage, influence and mobilise stakeholders towards a common purpose. Strong written and verbal communication and presentation skills.
