As part of the Service Administration Division, you will work with various Social Service Agencies (SSAs) and Government agencies to oversee and manage different disability programmes and services, to ensure that they continue to support and meet the needs of persons with disabilities (PwDs) and their caregivers.

The Services team in the Division service manages and supports Government-funded residential and centre-based disability services to meet service standards. Your key job scope will be to oversee the smooth operations of the services.
Duties and Responsibilities

Service Management


  • Oversee the operationalisation of the Ministry of Social and Family Development (MSF) funded disability programmes such as Adult Disability Homes, Day Activities Centres, Sheltered Workshops, etc.
  • Ensure disability programmes are running effectively to meet their policy intentions.
  • Work with service providers to meet programme KPIs and service standard requirements to ensure quality of support for PwDs.
  • Manage incidents under MSF incidence management framework and SGE’s ERM (Programme Risk component).
  • Work with internal and external stakeholders to review operational issues and proposing solutions translated to clear operations guidelines and processes to support streamlined and efficient service delivery on the ground.
  • Engage and partner internal and external stakeholders, including MSF’s Enabling and other divisions, to review service models and gather ground feedback/input to refine key processes and measurements.
  • Develop and create Standard Operation Process and operations guidelines to ensure proper knowledge management.
  • Analyse operational data and streamline processes to improve service efficiency to PwDs and their caregivers.

Programme Renewal and Termination


  • Conduct annual audit on disability programmes to ensure compliance and put up for renewal of funding.
  • Activate exit management process for service providers who failed to meet service standards consistently.

Others


  • Secretariat duties and any other ad-hoc duties assigned.
  • Mentor and supervise staff as assigned.
Qualifications, Knowledge and Experience
  • A good Degree in any discipline, with minimum 8 to 10 years of relevant experience. Experience in Operations policy work will be preferred.
  • Familiar with use of MS Office applications such as MS-Word and MS-Excel.
  • Strong verbal and written communication and interpersonal skills with the ability to build strong working relationships at all levels.
  • Energetic and enthusiasm with a strong client focus.
  • Possess good analytical and problem-solving skills with an ability to remain focused on outputs and to adjust delivery mechanisms to meet deadlines and client needs.
  • Able to manage multiple projects with excellent project management skills and to thrive under pressure in a fast-paced environment.
  • Good organization skills, meticulous and diligent to manage competing time demands for multiple projects within given timeframes.
  • Team-player who shares knowledge and displays initiative in assisting colleagues.
