What the role is:The jobholder is responsible for developing short term and long-term manpower workplans to support SCDF NS deployment and resourcing, including working with internal stakeholders to review the NS initiatives to meet current and future operating demands, and strengthening the commitment of NS personnel. The jobholder is also responsible for the structural review of the SCDF NS establishment to account for the growth of NS population. In addition, the jobholder is required to synergise the organizational NS policies across the external stakeholders vis-à-vis the increasing demands on NS deployment.What you will be working on:(1) The jobholder is intricately involved in SCDF's workforce resourcing masterplan in its Transformation 2030 journey, with a unique focus on the NS deployment and resourcing. (2) The jobholder is expected to develop short term and long-term manpower workplans to support SCDF NS deployment and resourcing, to meet the corresponding workforce needs. Concurrently, the jobholder is required to review and ensure that the SCDF NS establishment is right-sized for the anticipated growth. a. To formulate, review and implement NS policies to meet current and future operating demands under the transformation 2030 plan; b. To design, review and implement NS vocations to meet the organisation's needs; and c. To work with internal stakeholders to synergise the overall organisation manpower planning framework.What we are looking for:(1) Minimally bachelor's degree. Preferably in human resources management, business administration or related fields. (2) Prior background / experience in human resource or related field is preferred (3) Excellent communication, presentation, and interpersonal skills. (4) Able to work in a uniformed organization. (5) Able to work in a team setting, and with internal and external stakeholders (6) Proficient in basic data analysis and visualisation tools such as Excel, Power BI and other software. (7) Ability to handle multiple projects and work efficiently in a fast-paced environment.About MHA - Singapore Civil Defence Force (SCDF):The Singapore Civil Defence Force (SCDF) is a uniformed organisation under the purview of the Ministry of Home Affairs. The main role of SCDF is to provide fire-fighting, rescue and emergency ambulance services; mitigating hazardous materials incidents, as well as formulate, implement and enforce regulations on fire safety and civil defence shelter matters. In 1982, the National Civil Defence Plan was launched which spearheaded the emergency preparedness for the nation. With the enactment of the Civil Defence Act in 1986, the SCDF was established as an independent organisation under the Ministry of Home Affairs (MHA). In the same year, the Hotel New World collapse paved the way for joint operations between the SCDF and Singapore Fire Service (SFS). Due to the similarity in roles and functions, the SCDF and SFS were formally integrated on 15 April 1989. Today, the Force is recognised by the population as a professional body of well-trained officers and men geared to respond to all types of life-threatening emergencies round-the-clock. An operationally ready SCDF, working hand-in-hand with a prepared and resilient population, helps to ensure that the nation is capable of handling any untoward eventualities.
