Job description
The Manager is responsible for designing, implementing and overseeing workforce development strategies and plans that enhance employee skills, knowledge and performance to meet organization’s current and future workforce needs. The role focuses on structure and skills transformation of the workforce to ensure the workforce remains relevant and adaptable to achieve the strategic goals of the business, while remaining engaged and motivated.
Responsibilities:
- Plan, implement and manage workforce development strategies, initiatives and programmes to build a highly skilled and future ready workforce to support the business.
- Analyze workforce capabilities, identify skill gaps, and align with organizational needs.
- Forecast workforce needs based on business goals and market trends.
- Monitor key workforce metrics (turnover, retention, vacancies) and provide actionable insights.
- Develop and implement strategies to enhance workforce productivity and sustainability.
- Utilize analytics tools (Power BI, Qlik) to track and report on key metrics.
- Collaborate with training departments and SBGA (LTA) to design and develop impactful training programs and career pathways.
- Partner with HR and business units to enhance employee engagement and retention.
- Collaborate with external stakeholders (SGBA, NTWU, NTUC, e2i, WSG, IHLs) to align initiatives with industry standards and leverage government support.
- Explore opportunities to enhance workforce skill qualifications and professionalism.
Requirements:
- Bachelor's degree in HR, Business Admin, Organizational Development, or related field. Relevant HR certifications (IHRP, SHRM, CIPD) a plus.
- 2-5 years' experience in workforce planning, talent management, or organizational development.
- At least 2 years of managerial experience.
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal skills.
- Knowledge of employment laws, labor market trends, and workforce planning best practices.
- Strategic, operational, and tactical execution capabilities.
- Proven stakeholder management, relationship building, and collaboration skills.
- Adaptability and ability to navigate complexity.
- System and critical thinking; data-driven decision-making.
