- Procurement Excellence: Manage and execute the procurement of ICT systems, goods, and services efficiently. Prepare all necessary procurement deliverables for each project assigned.
- Leadership and Management: Lead teams in calling ICT Bulk Tenders for the government, manage awarded contracts, and oversee vendor management. Respond to queries, gather usage data, and ensure effective contract management.
- Collaboration and Teamwork: Work as part of various project teams to complete procurement projects on time. Provide guidance and consultancy to GovTech users on all procurement activities.
- Tender and Contract Management: Draft, review, and refine tenders, contractual terms, and requirement specifications. Review proposals from suppliers, clarify, and negotiate business rules.
- Policy and Risk Management: Understand government procurement policies and advise project teams on compliance. Identify procurement risks and propose mitigating measures.
- Innovation and Process Improvement: Drive innovation in work processes and lead initiatives to improve procurement policies, processes, and user experience in GovTech.
- Documentation and Compliance: Ensure records and documentation of projects are updated. Apply procurement rules for compliance while driving efficiency and effectiveness.
- Minimum 6-8 years of relevant experience in procurement and IT, with at least 2 years in a project management role. Experience in managing Cloud, SaaS, and/or AGILE projects is beneficial.
- Good knowledge of the government infocomm environment and ICT procurement and contract management practices.
- Strong communication skills, with the ability to manage stakeholders' expectations and consolidate multiple information streams.
- Proficiency in the English language, both written and spoken.
- Familiarity with government IM on Procurement and FCs/FCMs relating to Government Procurement is beneficial.
- Knowledge of procurement operations and systems (e.g., Gebiz, Ariba) and basic legal and contractual knowledge.
- Organized, meticulous, and able to multi-task in a fast-paced environment.
- Ability to manage and drive a team across divisions.
