What the role is:Reporting to the Assistant Director, you will be responsible for planning, managing and driving the change management efforts in the stabilization stage of a Whole-Of-Government (WOG) HR and Payroll (HRP) system and Pro-ration System (PRS). You will play a critical role, working with representives from key agency partners to actively engage the organisation around the HRP and PRS systems, supporting readiness activities, communications, training and ultimately, drive adoption. You will partner with HR Policy and Business Partnerships to gather feedback, user experience and learning from past business events; and pulse check the effectiveness of our change efforts. You will drive adoption for existing functions and new functions through various clinic and training sessions. This critical role aligns with the Public Service Transformation key thrusts of delivering seamlessly as One Public Service. This involves modernising the HRP processes, as well as transforming HR and Payroll service delivery through One Integrated System.What you will be working on:[Key responsibilities] • Familiarise yourself with what is changing and what the impact will be on the agencies served by the HRP and PRS systems. • Cultivate good relationships with agencies as their trusted change partner and collaborating closely with agency leads and diverse stakeholders to transform user experience, and ensure solutions are viable and consistent across all agencies. • Support policy owners, other PSD clusters and Ops team to actively engage agencies who are using HRPS & PRS, to support readiness activities, communications, training and driving adoption. • Develop and implement change management strategies e.g. through workshops and user training, to ensure smooth adoption of existing and new system/technology functionalities by users. Monitor, evaluate and report on the effectiveness of change management efforts. • Define, monitor, track and report on the cluster's outcome indicators that support PSD's overall organisational scorecard. • Conduct regular reviews to assess end-user satisfaction and system performance, identify underperforming areas and work with Ops team to develop strategies addressing performance gaps. Monitor the implementation and effectiveness of these improvement initiatives • Working with the Communications & Engagement cluster to tailor communications to agencies on impact from system changes, system enhancements and bug fixes. • Engaging the network of HR Leaders and HR users across the Public Service around the HRP system, providing project change updates and providing prompt solutions and answers to questions from the agencies. • Managing and supporting a Change Network across the Public Service. • Stay abreast of latest HRIS technology and industry best practices to establish and maintain scalable HR processes that ensure operational excellence. [Work Experience & Competencies] An ideal candidate should possess the following competencies: • [Experience in HR Enterprise Systems] Experience in managing data, HR transactions and processes in HR Information Systems (HRIS). Prior experience in implementation and/or maintenance and improvement of HRIS, especially SAP HCM (ECC or HANA), is preferred. • [HR Policies and Processes] Sound understanding of HR policies and hands-on experience in HR processes, and the ability to translate and incorporate them into the HR system. Knowledge of Public Service HR policies and practices would be an advantage. • [Thinking Clearly and Making Sound Judgements] Ability to work in ambiguous situations and consider issues from a strategic operational perspective to identify opportunities/gaps, evaluate, propose and implement solutions/initiatives from a user-centric perspective. • [Working Effectively with Stakeholders] Ability to engage stakeholders to understand issue, gather feedback, identify gaps and work with Ops and IT colleagues on possible solutions, and communicate solutions to stakeholders effectively. • [Project and Change Management] Strong planning abilities to effectively manage project milestones and analytical skills to leverage data & research in driving new initiatives. Ability to independently liaise with affected stakeholders and keep them engaged in the processes. You should also be comfortable with working in a fast-paced environment with tight timelines.
