What the role is:The global unmanned systems sector has made quantum leaps and is expected to grow rapidly, driven by commercial and recreational use-cases.To capture the potential and opportunities of the unmanned systems sector for Singapore, the Unmanned Systems Technology, Engineering and Planning (UTEP) Division assesses, identifies, and forges partnerships with Industry, other Civil Aviation authorities, and research entities to grow new business areas, initiate greenfield research and develop capabilities. The Division also focuses on systems engineering, technology capabilities and resourcing for unmanned systems, such as the integration, implementation, and operational oversight of the maintenance of Counter-UAS systems.We are seeking an officer to drive technology and standards development in strategic areas within UTEP, such as Unmanned Aircraft System (UAS), UAS Traffic Management (UTM), Advanced Air Mobility, Vertiport, and other emerging technologies. This role is crucial for supporting technology and capability development by contributing to both local and international standards harmonisation to enhance the effectiveness and efficiency in deploying unmanned systems technologies safely. It requires a robust understanding of civil aviation regulations and standards and involves working closely with a diverse range of stakeholders to develop and implement standards effectively. This position also includes representing CAAS at both local and international standards development fora, advocating for and articulating Singapore's aviation standards with clarity and influence.If this role excites you, read on for details of the job responsibilities and requirements.   • Drive the development and implementation of standards for unmanned systems, driving industry growth and international harmonisation.
  • Assess key emerging trends and advancements in technologies and systems in the unmanned systems sector globally and interpret the implications for Singapore.
  • Coordinate the strategic position through preparing briefs, workplans, and engagement with key stakeholders at major forums and conferences.
  • Work closely with internal and external stakeholders to advance the division's strategic interests. This includes collaborating with Singapore government agencies, industry, institutes of higher learning, foreign civil aviation authorities, and research entities.
  • Opportunities for overseas travel to engage international partners and drive thought leadership, maintain mindshare, and cross-learn best practices.
What we are looking for:Minimum Qualifications:
  • A passion for aviation and technology, particularly in shaping the future and development of unmanned systems in Singapore.
  • At least 6 years of experience in the aviation sector, with a minimum of 2 years in standards development or compliance.
  • Broad understanding of technical standards and regulatory compliance, with consideration for equivalent experiences in related fields.
  • Fluency in English with proven experience in technical writing and presentation skills.
Desired Qualifications:
  • Strong ability to lead and facilitate discussions and workshops aimed at promoting standard compliance and understanding.
  • Experience in international standards-making (ASTM, EUROCAE, EnterpriseSG) in focus areas such as UAS, UTM, Advanced Air Mobility, Vertiport, and other Emerging Technologies.
  • Demonstrated regulatory participation or leadership within the aviation industry.
  • Expertise in emerging technologies, market trends, and the regulatory landscape within the unmanned systems sector.
  • Proficiency in standards development methodologies, terminologies, and applying good knowledge management practices to foster a culture of sharing and continuous improvement.
Note: Your appointment will commensurate with the relevance of your work experience.
