Job Description:
  • This position is for Office of Human Resources (OHR).
  • Implementation of Human Capital Management System (HRFS)
  • Lead the T&OD (Talent & Organisational Development) team in the planning, management and deployment of the new HRFS platform and system. Primary emphasis to be placed on the successful implementation of T&OD functional modules, working in collaboration with HRFS Programme team (comprising other HR teams, IT and business units).
  • Identify and translate business needs into requirements for policy, workflow and process improvement, enhancements, and new practices to support new HRFS platform.
  • Collaborate with cross-functional teams in HR and IT to develop, maintain and improve policies, processes and workflows, including supporting the systems implementation of inter-dependent HR modules (e.g. in compensation, benefits, leave, etc.)
  • Identify and resolve gaps and issues related to integrations, user experience, and deployment of T&OD modules in HRFS system
  • With collaboration from T&OD team, organise, coordinate, and support the preparation, setup requirements, data management and migration for T&OD modules
  • Develop, maintain and contribute to the reporting of relevant metrics to keep track of HRFS implementation progress, HRFS change management initiatives, and the successes for T&OD modules.
  • Work in collaboration with Head, T&OD to ensure optimization of implementation timelines, resources and workload.
  • Learning & Organisational Development (OD)
  • Design, implement, and manage the University's assigned T&OD programmes, elearning, webinars, materials, OD and L&D programmes
  • Source, commission and coordinate with external trainers and vendors for design, development and implementation of T&OD programmes, workshops, and initiatives.
  • Facilitate (as needed) learning programmes, focus groups discussions, team development activities and strategy planning sessions.
  • Monitor, assess and report on the impact and effectiveness of assigned T&OD initiatives, programmes and resources.
  • With support from HR Technology and Operations (HRTO) teams, lead on the development, implementation and maintenance of learning management systems for integration into HRFS platform, including learning content and materials (e-learning courses, videos, toolkits, documents) and mentoring platforms.
  • Lead and coordinate the change management, training and onboarding for successful deployment of HRFS T&OD modules, and adoption of new processes and systems by end-users
  • Plan, develop and deliver marketing and communication strategies, materials/info toolkits, to promote engagement with learning and development programmes and activities, and optimize use of new learning module in HRFS.
  • Manage the L&D budget for assigned L&D initiatives and programmes effectively, including cost analysis and internal/external vendor negotiations
  • Operations Efficiency & Management
  • Provides administrative and operational support and coverage (as necessary) for assigned T&OD programme and events, projects and/or initiatives, including provision of data for management reporting and decisions.
  • Work with Head and T&OD colleagues to digitise and streamline admin and ops processes and workflows to achieve efficiency and facilitate integration with new HRFS system and platform.
  • Other duties within the scope and purpose of the job, as needed by management or department.

Qualifications:
  • Qualifications
  • Degree qualified, preferably in HR, Psychology or Education; minimum of 8 years of relevant professional experience in HR with preferred specialisations/experience in Organisational Development, Employee Engagement, Learning & Development, or Performance & Talent Management.
  • Knowledge, Skills and Experience
  • Strong project management skills to successfully deploy new Human Capital Management platform, modules and new or enhanced workflow processes. Experience in deploying SAP SuccessFactors HCM suite will be preferred.
  • Courseware development/ curriculum development skills to design, develop and execute learning and OD initiatives, programmes, projects and events.
  • Ability to conduct and analyse organisational audits and assessments [HR-related], learning needs analysis, and competency/skills gap analysis, etc.
  • Competence in the use of standard Microsoft Office Suite applications and productivity tools.
  • Strong statistical, numeracy and data skills to gather, analyse and present quantitative and qualitative data to drive actions.
  • Conversant in web-learning technologies, and virtual collaboration tools (e.g. Sharepoint, MS Teams, etc), and Microsoft Office Applications.
  • Familiarity with learning management platforms to administer, track, and evaluate training programs, and competent in using training software, e-learning platforms, and multimedia tools for creating engaging training materials.
