What The Role Is
The Resilience and Engagement Division (RED) helps build a flourishing society by inspiring and empowering Singaporeans to contribute to the common good. We do this through three main strands of work: fostering a strong and inclusive sense of national identity; nurturing an active citizenry and developing the public service’s capabilities to engage and partner citizens.
What You Will Be Working On
You will be part of our team that reviews and formulates policies, strategies and plans to strengthen social cohesion and solidarity and commitment to contribute to the common good. Our work focuses not only on Singaporeans, but also supporting the integration of newcomers into Singapore society.
Our team designs and implements sense-making mechanisms (e.g. surveys, focus group discussions) to assess the state of national identity, cohesion and solidarity in Singapore. This informs our strategies and programming. Our team engages a wide range of stakeholders – government agencies, community partners and citizens – to design, implement and evaluate these programmes and initiatives.

Your Responsibilities Include
- Developing an understanding of concerns on the ground and the drivers of integration outcomes, and monitoring and analysing the state of integration between locals and newcomers in Singapore.
- Developing and reviewing policies and programmes to improve integration outcomes. This will involve working with other government agencies to address cross-cutting issues.
- Staffing committees that co-ordinate and drive the agenda on integration such as the National Integration Council.
- Enlisting and engaging non-government stakeholders to co-create solutions, and drive efforts to help integrate newcomers into Singapore society.

- Develops evidence-based recommendations for new or improved NI strategies, leveraging insights from complex data analysis
- Synthesises diverse information to identify critical issues, applying analytical thinking to develop effective, evidence-based policy solutions
- Navigates complex societal contexts to translate intricate policy concepts into clear, actionable recommendations for stakeholders
- Express main ideas clearly and concisely in writing.
- Formulates policies that integrate strategic communications considerations from inception, ensuring effective public engagement and understanding
- Develops practical policy solutions with a keen awareness of implementation challenges, balancing ideals with on-the-ground realities
- Deep understanding of Singapore’s political and social contexts
- Good networks across ministries and agencies.
- Experience in coordinating cross-agency collaborations and initiatives.
