Job Purpose: The project manager (Technical) is in charge for the conversion of offshore vessels in Singapore yard representing the shipowner.
The Technical Works Manager is responsible for the realization of conceptual design, build, mobilization, commissioning, maintenance, and repair of technical assets. This role involves analyzing and improving equipment performance while ensuring compliance with QSHE-S guidelines. The goal is to maintain high-quality, reliable, and cost-effective equipment to support operational execution of client projects.
Key Responsibilities:
Project & Technical Management:
- Analyze project/business needs and determine technical requirements, activities, and resource allocation.
- Monitor project planning and take corrective actions as needed.
- Coordinate various technical activities, including design, construction, mobilization, commissioning, maintenance, and repair.
- Ensure that conceptual, basic, and detailed design work is executed per defined requirements and compliance regulations.
Budget & Cost Management:
- Prepare and request budgets for technical activities based on detailed specifications.
- Manage actual expenditures and provide regular cost updates.
- Ensure cost-effective solutions while maintaining operational efficiency.
Technical Procurement & Contracting:
- Develop technical specifications for workshops, shipyards, suppliers, and service providers for asset production, repair, and maintenance.
- Evaluate vendor proposals and make selection decisions in collaboration with the Technical Manager.
- Draft contracts and purchase orders (POs) and ensure timely execution and delivery.
Equipment & Performance Optimization:
- Commission new technical assets and ensure operational readiness while maintaining compliance with specifications.
- Monitor the technical performance of assets and analyze deficiencies.
- Implement improvements and suggest maintenance or repair strategies to enhance efficiency and longevity.
Maintenance & Repair Management:
- Organize scheduled maintenance and execute necessary repairs.
- Prepare detailed repair specifications and oversee execution.
- Coordinate and support both ongoing and planned maintenance, repairs, and investment projects.
- Take corrective measures in case of unexpected failures or inefficiencies.
Inventory & Logistics Management:
- Establish minimum/maximum inventory levels by analyzing criticality and movement trends.
- Coordinate orders and logistics to ensure a predetermined inventory level is maintained.
Safety & Compliance:
- Ensure safe and efficient deployment of personnel and equipment during repairs, docking, and investment projects.
- Analyze incidents and implement corrective actions to enhance QHSE-S standards and compliance.
- Maintain a proactive approach to risk management and workplace safety.
Knowledge & Development:
- Stay updated with developments in technical fields and related areas.
- Contribute to knowledge sharing and technical advancements within the organization.
- Develop state-of-the-art solutions and share expertise with colleagues.
Reporting & Documentation:
- Ensure accurate reporting on performance, maintenance, and repair activities.
- Maintain detailed technical documentation and administration.
- Provide improvement recommendations based on analysis and evaluations.
Requirements
Qualifications & Experience:
- Bachelor's degree or higher in Engineering, Mechanical, Marine, or a related field.
- Minimum 5 years of experience in technical asset management, maintenance, and repair.
- Strong knowledge of QSHE-S compliance, risk assessment, and safety regulations.
- Experience in project management and budget planning.
- Proven ability to coordinate technical operations and manage vendor contracts.
- Hands-on experience with equipment commissioning and performance evaluation.
- Knowledge of inventory control and logistics management.
