Autism Resource Centre (Singapore) or ARC(S) is a non-profit charity organisation dedicated to serving individuals on the autism spectrum throughout their lives. Based in Singapore, ARC(S) offers a range of services and resources tailored to meet the growing concerns and needs of the autism community.

As the functional lead for the Procurement Department, you will play a pivotal role in overseeing the procurement function, system, policies and processes. Your primary responsibility includes ensuring the procurement outcomes meets organisational needs and compliance to corporate guidelines when executing procurement transactions.

As a Procurement Manager, your impact and contribution includes:

Procurement Strategy

  • Develop and implement procurement strategies that align with organization’s objectives

Functional In Charge

  • Oversee the procurement function and staff supervision. You will review and update procurement system, policies and procedures, ensuring these are best market practise with optimal balance between operational efficiency and robust governance

Procurement Review

  • Review purchase requests to ensure optimal outcome and adherence to corporate policies and guidelines

Trusted advisor

  • Support user in their sourcing, evaluation, approval, contracting and system queries

Cross-Functional Collaboration

  • Ensure smooth and effective collaboration across the organization

Analysis & Reporting

  • Analyse spend data and provide procurement reports to improve procurement outcomes. In addition, provide insights to Management on risk areas, compliance status and opportunities for improvement

Requirements

  • Min. Degree or equivalent professional qualifications in any fields
  • Min. 6 to 8 years of relevant experience, with at least 3 years in a supervisory role
  • In-depth knowledge of procurement process, guidelines and practices. Familiar with Group Procurement Function setup supporting multiple buying entities under the Group. Familiar with Government procurement guidelines will be an added advantage.
  • Strong proficiency in e-procurement software
  • Hands-on, excellent stakeholder management, communication, and problem-solving skills. Proven ability to manage project, mitigate risks, and drive process improvements
  • Accounting knowledge and data analytics experience will be an advantage
