The Head of Talent Acquisition for Asia & China regions is responsible for leading and executing the talent acquisition strategy across the regions for Thales Group. This role will ensure that Thales attracts, assesses and hires top talent to meet business objectives and support growth in the Asian markets.

Key Responsibilities:

Strategy and Leadership

  • Deploy the recruitment and sourcing policy and strategy according to strategic axes and budgetary constraints for recruitment accordance with the Group policy.
  • Develop the strategy for school/youth attractiveness (vocation makers) and related communication and attraction actions. Improve and optimize the recruitment process and tools.
  • Identify future recruitment needs (development of new technologies, both recruitment tools and techniques).
  • Proactively find and develop talent pools.
  • Externally monitor all structural and cyclical legislative developments while respecting the internal recruitment policy.
  • Build a strategy to implement an annual performance plan.
  • Work closely with HRBP / BL to anticipate business needs and their potential impacts on the organization.
  • Ensure state-of-the-art recruitment practices, influence and initiate change.
  • Lead and mentor a team of recruiters across multiple Asian countries

Recruitment Operations

  • Oversee full-cycle recruitment processes for all levels of positions
  • Ensure compliance with local employment laws and regulations
  • To lead, facilitate and supervise his/her multidisciplinary team on the strategy identified, the implementation of the budgeted recruitment plan, the recruitment process, the monitoring of different pools of candidates, the monitoring of the missions entrusted to the recruitment firms and/or the external partner while providing his team with expertise.
  • Structuring the team and ensuring the training, skills development, annual review and objectives of the TA team succession plan.
  • Be the point of contact with the other TA Heads in the world.
  • Leverage external partners for specific activities (recruitment, acting, administrative support, etc.)
  • Manage the Human Resources aspects of his/her team (setting objectives, check-in, competence development, recruitment, etc.).
  • Set targets related to the time and quality of recruitment for the area concerned. External sourcing, Time to offer medium, ready for hire and any other indicator that will be highlighted in the annual objectives.
  • Manage positions (strategic and confidential) and senior executives. Coordinate with BLHR / HRBP
  • to align staffing plan with workforce on business issues.

Analytics and Reporting

  • Manage the collection of recruitment forecasts and ensure the follow-up of the recruitment plan (workforce planning strategy). Set flags and monitor tracking dashboards.
  • Conduct quarterly budget monitoring of the geographical area for which he/she is responsible.
  • Convince and influence different stakeholders using numerical data and analysis to guide strategic recruitment decisions
  • Drive the team to perform through analysis of key recruitment metrics
  • Provide data-driven insights to improve hiring processes and outcome

Diversity and Inclusion & Attractiveness

  • Promote innovations and contribute to the design of the strategy for promotion of diversity and inclusion in recruitment by achieving diversity objectives of the defined geographical area: Gender diversity, Generational diversity, Diversity of disability situation, diversity of backgrounds etc.
  • To drive cross-functional projects, innovations that aim to increase the attractiveness of our job offers and recruitment processes.
  • Work with Talent Brand and Communication teams to enhance the Thales employer brand in Asia
  • Represent the company at industry events and job fairs
  • Determine the strategy for publication of posts on social networks, according to the themes in accordance with the guidelines/policies defined by the group
  • Ensure compliance with the provisions of the Code of Ethics and the Code of Conduct within the framework of the missions assigned above.

Qualifications

  • Bachelor’s degree in human resources, Business, or related field
  • Extensive experience in talent acquisition serving the global Asia countries Thales supports
  • Proven track record in a leadership role within an engineering / project / high tech. organisation

Required Skills and Experience

  • In-depth knowledge of Asian talent markets and Thales Group recruitment practices
  • Strong understanding of talent acquisition technologies (Workday, Phenom, SHL) and best practices
  • Excellent key stakeholder management, built on trust and delivery
  • Ability to influence and collaborate with senior stakeholders
  • Experience in managing and developing recruitment teams
  • Analytical mindset with the ability to derive insights from data
