Job description:


We are looking for a pro-active and highly driven individual to take on the role of IT Portfolio Senior Associate in the Changi Airport Group. The candidate will help to manage the enterprise-wide IT expenses, ensure alignment with organisational goals, conduct spent analyses and recommend ways to optimise spending. The candidate will also assist to monitor IT procurement activities for policy compliance, and work with stakeholders to formulate appropriate sourcing strategies.

Responsibilities:

Finance

  • Support the IT Portfolio manager in tracking and monitoring enterprise-wide IT expenses.
  • Prepare initial reviews of divisional budget submissions, forecasts, and utilization reports for the IT Portfolio Manager.
  • Coordinate and consolidate input for the annual budgeting exercise.
  • Provide support for ad hoc budget requests, including coordinating approvals.
  • Conduct preliminary IT spend analyses and assist the IT Portfolio manager in preparing recommendations to improve forecast accuracy.
  • Facilitate training sessions for project managers on budgeting systems, ensuring clarity on usage and submission processes.
  • Assist the IT Portfolio Manager by coordinating and administering budget review sessions with IT teams, ensuring all necessary inputs are prepared, organized, and documented for detailed assessment.

Procurement

  • Support IT project managers in identifying appropriate procurement and sourcing strategies.
  • Monitor procurement activities for potential risks and escalate them to the IT Portfolio Manager for mitigation.
  • Review IT procurement documents for compliance with procurement, sustainability, anti-bribery, data protection, and enterprise architecture policies and guidelines.
  • Assist the IT Procurement Officer to act as a liaison between IT project managers and the Finance Procurement team, communicating updates to procurement policies and collecting feedback.

Projects

  • Assist in implementing process improvements for procurement and budgeting workflows by documenting current processes and proposing enhancements.
  • Prepare and distribute regular reports on divisional IT expenses, procurement activities, and project progress.

Requirements:

  • Degree in Accountancy or an equivalent professional qualification
  • Minimum 2 years of relevant experience in a procurement role, with some experience in a compliance and governance role
  • Good analytical and problem-solving skills with knowledge of financial reporting and accounting
  • Good interpersonal and communication skills
  • Meticulous, detail-oriented and hands-on
  • Enjoys working in a fast-paced environment
  • Able to manage multiple priorities and work under tight timelines
  • Knowledge of ERP would be a plus
