About Department and Purpose of the Position
NCIS is establishing a new Stem Cell Therapy Hub (SCTH) as part of expansion of its Specialised Programmes (specifically Cellular Therapy and Haematopoietic Stem Cell Transplant) and to become a Reference Centre of Excellence. We are looking for Head of Department, Information System and Technology to design, manage, and monitor our information system and lead a team of specialist(s) who install and maintain hardware and software upgrades.
The candidate will oversee the entire operation of the information and technology department. He is responsible for organizing and implementing IT plan(s), software and hardware that will support the organisation’s business operation. He / She will work with multi-functional teams / stakeholders on IT data management, computer systems deployment, develop IT system policies and system procedures / process implementation, and provide coaching / training to system users.
Key Responsibilities
• Deploy information Technology solutions to support business and GxP operations.
• Develop and maintains IT policies, procedures and controls, and ensure all IT systems are maintained in controlled state and in adherence to NUHS, GxP and regulatory requirements.
• Responsible for all GxP / Non-GxP IT systems related administration, operational support activities, system configurations, user access management, performance monitoring, periodic technical review and system downtime management.
• Key technical contact for business IT requirements. Provide consultation and collaborate with functional stakeholders to support GxP activities and operations related to IT matters.
• Perform Computer System Validation (CSV) as applicable. Prepare, review, authorize and execution of validation plan and protocols for GMP Software Applications. Data collection, prepare summary reports and validation closure documentation as applicable.
• Reviews, provide inputs and/or support executions for IT associated procedures, deviations, investigations, corrective/preventive actions, change controls and gap assessments. Coordination of incidents, change requests and IT services with NCIS Business Process Owners (BPOs) for IT related events.
• Responsible for projects which involved software or security upgrading, data migration, server and cloud storage service management and infrastructure qualification. Coordinate and work closely with Corporate IT Teams i.e. public healthcare institution (PHI) IT Team, Synapxe etc. to ensure smooth Business IT operations and manage user IT requests.
• Establish Business / IT Disaster Recovery and Business Continuity Plan for IT Systems. Work with Corporate IT Teams and other NUHS IT groups to ensure IT systems are functional and operation requirements with zero downtime except during planned maintenance.
• Accountable for prioritization, timely resolution of system issues, escalation of non-conformances, deviations to Reporting Manager, and elevate them with internal stakeholder / external vendors as appropriate.
• Adhere to data integrity requirements and adopt best practices for paper and electronic documentation. Perform periodic security review and risk assessments that might impact IT or GxP activities, if applicable.
• Technical Subject Matter Expert (SME) for internal / external and regulatory audit including liaising with QA compliance team or BPOs for any IT audit requests.
• Manage direct reports / vendors involved in GxP activities and ensure they are train and comply to applicable cGMP regulations and practices.
Key Requirements
• Minimum degree in Information Technology / Computer Science or equivalent with minimum 5 years of relevant working experience
• Strong problem solving, strategic thinking and good analytical skills
• Excellent leadership, organizing, communication and interpersonal skills
• Good knowledge in IT technologies, GMP compliance for computerized systems, IT security / risk management, process mapping and project management
• Understanding of manufacturing / engineering operation in a pharmaceutical, biotechnological or healthcare industry will be an advantage
• Proficient in Enterprise Resource Planning (ERP) and Microsoft Office applications
