What the role is:Would you like to play a role in ensuring Singapore's energy security and creating an energy system that is resilient, cost-competitive, and ready to transition to a low carbon future? This is the key responsibility of the MTI's Energy Markets and Infrastructure Division. Energy security is an existential issue for Singapore. We import almost all our energy supply and are exposed to global energy market movements. The energy crisis after COVID and the war in Ukraine have upended the global energy ecosystem. The climate crisis compels all countries to accelerate their pace of decarbonisation, even as they struggle with energy costs and unpredictable supply chain shocks. Amidst this backdrop, Singapore needs a stable, reliable, and cost competitive energy system that keeps the lights on and safeguards our economic competitiveness and dynamism.What you will be working on:MTI's Energy and Carbon cluster leads initiatives to reduce emissions and drives the transition to a low-carbon economy, while ensuring energy security and cost-competitiveness. Officers working in this cluster will develop energy and carbon markets, plan for infrastructure development, build Singapore's capabilities to harness low-carbon energy sources, and manage mission trajectories and carbon budgets. You will collaborate with various stakeholders to support sustainable economic transformation and green growth through strategic planning, policy analysis, as well as partnerships with industry and international stakeholders. The Energy Markets and Infrastructure Division within the Energy and Carbon cluster takes the lead in: • Planning for Singapore's energy transition and resilience, including energy demand and supply and the corresponding impact on infrastructure requirements, system costs and electricity prices. • Strengthening Singapore's gas and electricity markets and our national grid infrastructure. • Developing horizontal enablers for the energy sector e.g. manpower and skills development, energy public engagement strategy. Your responsibilities include one or more of the following workstreams: • Formulate robust horizontal (e.g. manpower, land and infrastructure) and vertical (e.g. regulatory) strategies and policies for the gas and electricity sectors. • Work with the Energy Market Authority and other key stakeholders to implement regulatory and market structures to achieve our objectives of energy security, economic competitiveness, and environmental sustainability. • Formulate and review strategies and policies to enhance our energy security by diversifying Singapore's energy sources, including that for electricity and gas imports. • Develop and implement communications and engagement plans to support electricity and gas market changes. • Monitor developments in global energy markets and analyse implications for domestic energy policies.What we are looking for:We are looking for driven and capable individuals who thrive working in a fast-moving environment, have a keen interest in energy markets and policies, are adept at working with multiple stakeholders within and outside the public sector, and equipped with the following qualities and competencies: • Strong analytical skills • Ability to pick up new content areas quickly, and assimilate knowledge from a wide variety of sources to provide policy recommendations • Comfortable working with a wide range of stakeholders, both within and beyond the public service, which requires strong interpersonal, organisational and communication skills • Ability to work well both independently and as part of a team • Be driven, meticulous and resourceful • Preferably with relevant experience in policy-related work, and sustainability and energy-related fieldsAbout Ministry of Trade and Industry:The Ministry of Trade and Industry (MTI) seeks to transform Singapore into a leading global city of talent, enterprise and innovation.
