We are looking for a Senior Project Manager as a 1-year contract employment. This role can be subjected to extension, depending on the performance of the individual.
A brief summary of your job responsibility:
- Oversee the admin processes - ensuring project collaboration memorandums (PCMs), budgets, reports, compliance, billings are in order;
- Ensure our product managers are pricing our products properly when we work with finance;
- Put in place processes that ensure our helpdesks are functional, our onboarding process is smooth, and our sales funnel is functional;
- Ensure our product metrics are correct and are continuously monitored and tracked. This includes the preparation of all procurement deliverables for each procurement project assigned;
- Manage and execute the procurement of ICT systems, goods and services in a timely manner;
- Provide business perspective in product teams;
- Understand the government procurement policy and advise product teams on meeting such policies while enabling product needs to be met;
- Review proposals from suppliers;
- Review, clarify and negotiate business requirements with suppliers;
- Perform billing governance and operations to ensure business sustainability and adequate cashflow;
- Interact closely and partner with the business units to provide billing support and analysis;
- Handle month/year-end closing of billing and accruals;
- Ensure billing functions are executed within the stipulated deadlines or/and tender specifications;
- Engage vendors in relation to billing matters such billing disputes and draw up the billing framework for vendors’ compliance;
- Work with auditors and awarded vendors on vendor’s billing audit matters;
- Use of billing templates and validation tools to ensure billing governance and processes are adhered to;
- Drive innovation on work processes;
- Monitor and track project expenses and timeline; and
- Any other duties that may be assigned.
Requirements
To succeed in this role, you will ideally have:
- Be familiar with Government IM on Procurement;
- Minimum 8 years of relevant working experience, preferably in both procurement and billing;
- Good knowledge of government infocomm environment;
- Good knowledge of ICT procurement and contract management practices;
- Ability to communicate effectively across all levels;
- Team player and self-motivated;
- Able to consolidate multiple streams of information into a cohesive whole;
- Good command of the English language, both written and spoken; and
- Proficient in Microsoft Office in particular Microsoft Excel and PowerPoint.
