The Maintenance discipline covers the development of Maintenance strategies and the planning, coordination and execution of Maintenance activities. Maintenance ensures safe, defect free and efficient operations through the regular upkeep of equipment and tools in the most cost efficient and timely manner.

What’s the role?

The Field Engineer (Electrical) resides in the Routine Maintenance section of the MTAC (Maintenance, Turn-around and Construction) department. The primary role is to support the Lead Routine Maintenance Engineer to maintain a high plant technical availability and maximize the utilization of available resources.

You will also be accountable to perform assigned Critical Activities & provide front line engineering solutions i.e. organize, plan, oversee, optimize & coordinate the maintenance of instrumentation work to enable a safe, reliable and efficient plant operation. This also includes duties such as:

  • Delivering all assigned Routine Maintenance activities in a cost-effective, safe and efficient manner through contractors.
  • Leading contractors in field activities with high safety standards; ensure all field activities comply with authorities, industrial and company HSE standards and requirements.
  • Coordinating Electrical discipline related work (e.g corrective maintenances, projects, turnarounds) inclusive scoping, scheduling and execution
  • Ensuring cost optimization through LEAN, waste elimination and cost transparency initiatives (MTS) for section. Work with relevant stakeholders to implement gap closure plans.
  • Carrying out Electrical installation and equipment checks, able to coordinate with Mechanical activities to deconflict any potential SIMOP work
  • Influencing non-subordinate stakeholders without authority to deliver maintenance performance.
  • Checking accuracy of approved work packs and documentation for execution.
  • Conducting site inspection and explain work requirements to contractors; develop work plan with contractors, operations and other stakeholders for execution with minimum interruption to operating plant and ensure field work sequences are aligned. Able to coordinate with multi-disciplines during field execution.
  • Contributing and participate actively in site reliability improvements. Identify, propose and execute improvement initiatives to eliminate plant reliability threats. Identify bad actors and make improvements plans to minimize or eliminate bad actors. Troubleshoot equipment failures to address and eliminate the root cause. Provide feedback on effectiveness of preventive maintenance generated from various processes (RCM, IPF, EI, etc).
  • Planning, tracking and controlling expenditure and optimize any cost incurred for any maintenance activity assigned.
  • Updating maintenance records, investigation findings & prepare relevant reports.
  • Be accountable to perform assigned Critical activities per Process Safety requirements (HEMP, IPF, etc).
  • Performing electrical equipment condition monitoring whenever required & liaise with relevant subject matter experts/specialist/OEM to address any arising issues, problems & concerns. Provide electrical support to other maintenance discipline. e.g. cabling work on motors, temporary power supply, etc.
  • Providing feedback & updates to Planner & Scheduler to improve maintenance work planning & quality. Ensure equipment history is captured in GSAP and timely closure of completed work orders
  • Be accountable to ensure compliance to those Critical Activities assigned for the Job Position.
  • Performing roles for Leads within the during their absence of the Leads or when assigned, as part of development and business expectations
  • Coordinating with third parties, including vendors and specialist contractors as and when required in the course of work.
  • Performing standby engineer duty for the site.
  • Performing as Authorized Applicants and/or Authorized Engineer as per site Permit to Work (PTW) requirement
  • Carrying out any other related duties as required.

What we need from you

To be successful in this role, you will have:

  • Degree/Diploma in Electrical/ Controls Engineering or equivalent relevant
  • Qualified MOM man-hole and confined space entrant
  • 5-10 years’ experience in Electrical construction/ installation in oil & gas, chemical & petrochemical industry.
  • Must attain AEP (Authorized Electrical Person) certified by site’s Electrical Technical Authority.
  • Familiar and experience with Brown field constructions include administration, HSSE and detail field technical work methods.
  • Familiar with construction supporting service arrangement like scaffolding, painting, insulation, lighting and lifting etc.
  • Experience in Plant Turnaround detail planning, preparation and field execution.
  • Skilled in construction HSSE.
  • Major construction role as owner construction representative; in plant change and EPC/ EPCm projects.
  • Skilled professional in field construction planning.
  • Progress measurement and reporting for multi-discipline construction project.
  • Experience in field work interfacing and stakeholder’s engagement.
  • Able to use MS excel, word and power point.
  • Skill and knowledge in Electrical/ controls design
  • Progress measurement and reporting for Electrical construction project
  • Knowledge of Electrical equipment: switch houses, sub-station and pumps etc.
  • Knowledge of relevant Electrical related hardware such as motors, transformers, switchgears etc.
  • Understand power electrical system.

This position is part of the in-scope SECP Business and while the employing entity may initially be SGSC, a successful candidate’s employment contract will subsequently be transferred to Aster Chemicals and Energy Pte. Ltd. (“ACE”) to facilitate the Transaction. From completion of the Transaction, ACE will cease to be a Shell group company and will be owned by CAPGC.

Specific details relating to the impact on relevant employees supporting the SECP Business and timeline relating to the change of employing entities, will be shared with the successful candidate.
