Job Purpose
The Procurement Executive is responsible for managing and executing procurement activities in accordance with DCS’ procurement policies, regulations and procedures. The role involves handling end-to-end procurement processes, from planning to contract management, ensuring transparency, compliance, and value-for-money in all procurement activities.
Responsibilities:
- Review quotations to ensure that they are clear and adhere to procurement rules and guidelines. Supports end to end procurement for service museums.
- Guide and advise users on best procurement approach for timely and effective purchase of goods and services to meet desired outcomes.
- Conduct training on procurement and attend to suppliers’ and users’ queries on procurement and matters.
- Oversee the end-to-end procurement processes and follow up on outstanding POs.
- Support internal audit engagements and work closely with Audit team on deliverables.
- Perform any other duties assigned from time to time, including operational support duties.
Requirements
- Degree or Diploma in Procurement, Supply Chain Management, Business Administration, or related fields
- At least 5 years of experience in procurement, with strong exposure to Singapore Government procurement processes.
- Certification in Public Procurement (e.g., Government Procurement Professional Certificate or equivalent) will have an advantage
- Strong understanding of the Public Sector Procurement Framework.
- Knowledge of contract law and risk management in procurement.
- Experience in Tender Board eprocurement system would be advantageous.
- Excellent communication, negotiation, and interpersonal skills.
- Strong analytical and problem-solving skills, with the ability to assess complex bids and tenders.
- Proficiency in procurement software and Microsoft Office Suite
- Meticulous, with a keen eye for detail.
- Ethical and committed to upholding transparency and fairness in procurement processes.
- Ability to work under pressure and manage multiple procurement projects simultaneously.
- Team player with hands-on, can-do attitude. Self-motivated, meticulous, keen attention to details and commitment towards deadlines.
- Good interpersonal skills and job requires frequent interaction with various departments.
- IT Savvy.
