[What the role is]

The Next Generation Programme Office (NGPO) in CAAS is looking for a strong, driven, and dynamic engineer to be part of the Info-Centric Air Traffic Management (iATM) Workstream.

You will be part of the team overseeing the implementation of Next Generation iATM systems to inter alia manage flight plan filing and air traffic flow management. You will play a key role in multiple phases of the project cycle e.g. seeking approval, procurement, implementation, testing, maintenance, enhancement, etc.

Depending on the phase, you will be working with relevant stakeholders to define the architecture of the systems, gather system requirements, formulate technical specifications, engage in procurement process, implement, commission and maintain the system in accordance with Singapore Government and international standards (e.g. SG IM8, ICAO). You will also support in the implementation of cyber and data security measures of the system. You will contribute to the safety and efficient management of air traffic in Singapore.

[What you will be working on]

Key responsibilities include:

  • Work with various external and internal stakeholders to gather project requirements and conduct the necessary market surveys.
  • Design the system architecture and formulate technical specifications for the relevant project(s).
  • Support in the design of integration solutions between various systems, applications and databases using APIs, middleware and other technologies.
  • Support in identifying and resolving of integration issues, ensuring the stability and reliability of integrated systems.
  • Support in the coordination of monitoring the performance of integrated system as well as design testing plans for integration solution.
  • Seek Approval from the relevant authorities for the procurement, design, specifications etc.
  • Ensure timely delivery of the project based on approved project plan and budget that meets all identified operational needs and objectives.
  • Identify potential project risks, assess its implications, and recommend mitigating measures to manage and minimise project delay and impact.
  • Review and ensure project documents (e.g. system design document, site acceptance test document, interface control document, etc.) are delivered on time and accurate to support the various project activities.
  • Work with relevant stakeholders to manage and enhance cyber-security posture (e.g. cyber defenses, mitigation measures) of the system so as to meet CAAS’, national, international standards, and requirements.

  • Engage with the various external and internal stakeholders to ensure that the system is properly integrated and tested to support air traffic operations.
  • Provide regular project updates and highlight any potential issues and its resolutions to management team in a timely manner.




[What we are looking for]

  • Trained in Engineering (Computing/ Electrical/ Electronics/ Telecommunication), Information Technology, Computer Science or equivalent.
  • Experience in implementing large-scale ICT system-of-system for the entire life cycle is preferred.
  • Knowledge of system architecture design, system administration, networking, cybersecurity and air traffic management domain is preferred.
  • Professional certification such as Solution Architect and/or SysOps Administrator (from Cloud Service Providers), Project Management Professional (PMP), Agile Project Management, Certified Information Systems Security Professional (CISSP) etc. would be advantageous.
  • Self-motivated with good ownership and able to work independently with initiatives and accountability, a good team player with well-rounded skillset, and can-do attitude who is able to work with officers of all levels.
  • Good communication, written, interpersonal, analytical, presentation and negotiation skills with positive attitude and a keen sense of details.
  • Able to travel overseas occasionally.


Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance and may be considered for placement on a permanent tenure or subsequent contract renewal.
